San Poil Forest, Louie Creek

The Confederated Tribes of the Colville Reservation is soliciting bids for an excavator piling and scarification project totaling 90.8 acres within the Louie Creek logging area on the Colville Indian Reservation. The scope of work includes piling logging slash and debris, removing brush and standing dead trees, and removing non-merchantable trees exhibiting dwarf mistletoe. Contractors must utilize equipment with low ground pressure of less than 8.5 p.s.i. and are required to construct water bars on slopes to prevent water channeling. Performance will be monitored by a designated Contract Officer’s Representative from San Poil Forestry, who will conduct inspections in each unit to ensure quality and progress. Bids must be submitted in a sealed envelope to the San Poil Forestry locked box at the Mt. Tolman Fire Center by November 5, 2026, at 4:00 PM. Mandatory submission requirements include a bid on every inspection item, a bid evaluation form, a contracting and subcontracting plan, and proof of SAM.gov registration. Evaluation factors include technical qualifications, reasonable pricing, and a strong emphasis on Indian preference in the award of contracts and subcontracts. Contractors must provide liability insurance and are encouraged to obtain a Trader License and TERO Tile ID certification to avoid specific fees. All work must comply with the Tribal Occupational Safety and Health Administration standards and applicable federal and state laws.
