The Confederated Tribes of the Colville Reservation is seeking a qualified strategic planning consultant to develop a comprehensive, long-term strategic plan for the tribal government. The objective is to establish a clear vision, strategic priorities, and a measurable implementation framework that guides the future direction of the government. The scope of work includes evaluating current governmental structures, financial positions, and service delivery systems, while identifying strategies for financial sovereignty and fiscal sustainability. Additionally, the consultant will evaluate tribal membership policies and develop strategies to protect and exercise tribal rights within traditional territories. The process must be tribally driven and culturally informed, with all sensitive cultural information handled according to tribal protocols. This is anticipated as a labor hour type contract with an estimated duration of twelve months. The award process emphasizes reliability and effectiveness over the lowest cost, with a strong preference given to responsible Indian Bidders and TERO-certified organizations. Evaluation criteria include the responsiveness of the proposal, staff qualifications, experience with U.S. tribes, and cost. Key contract terms include a no-assignment provision, a requirement that price increases not exceed originally agreed costs, and a payment term of 30 days following the final invoice. Selected contractors must provide detailed resumes for key personnel, who cannot be removed without prior approval from the Tribes' COR, and may be required to sign a Non-Disclosure Agreement.
