RFP 25NC1292- Verizon Frontier Compliance Monitor

The California Public Utilities Commission (CPUC) is soliciting a Compliance Monitor for a three-year contract to oversee, create, and audit a comprehensive work plan for Verizon and Frontier. The selected contractor will be responsible for establishing a reliable process to track compliance with the terms and conditions of CPUC Decision (D.) 26-01-023 and associated settlement agreements. Key deliverables include monthly communications and meetings logs and semi-annual reports. Services will be performed primarily remotely during standard business hours, with the CPUC Project Manager providing oversight and approval for all deliverables and process changes. To qualify, the project team must include members with at least ten years of experience in wireline telecommunications network implementation, government agency project support for complex regulatory matters, and expert witness testimony. The solicitation requires a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation rate, and preferences are available for certified Small Business (SB) and DVBE entities. The contract will be awarded to the bidder that meets all solicitation requirements and provides the lowest cost proposal. Proposals must be submitted via email by December 4, 2026, and must include a comprehensive package consisting of a cover letter, cost sheet, conflict of interest disclosures, and various required state certifications.
