CTHCA, Emergency Management and Public Health Emergency Preparedness Plan Development

The Colville Tribal Health Care Authority (CTHCA) is soliciting professional consulting services to develop a comprehensive Emergency Management and Public Health Emergency Preparedness Plan for its clinics and tribal public health operations. The primary objective is to enhance the preparedness, response, recovery, and continuity of essential healthcare services. Key deliverables include a project work plan, hazard vulnerability and risk assessments, a Continuity of Operations framework, emergency response protocols, training materials for tabletop exercises, and a maintenance schedule. The project is anticipated to last approximately 16 weeks from the start date, with deliverables required in both editable electronic formats and final PDF. Qualified respondents must demonstrate expertise in emergency management, public health, or continuity planning and are required to provide detailed staff resumes and at least three relevant references. Proposals must include a cost breakdown by task or deliverable and a certification regarding debarment and responsibility. The selection process may prioritize a proposal other than the lowest-cost option, and preference may be given to Tribal or Indian-owned businesses with TERO certification. All work must be performed in accordance with Tribal sovereignty, CTHCA authority, and relevant federal and state guidance from agencies such as FEMA, CDC, and ASPR.
