The selected contractor will be responsible for the complete decommissioning, material removal, procurement, installation, digital rigging, and sea - trialing of the new propulsion system. Phase I: Decommissioning & Removal 1. Engine Removal : Safely disconnect, unbolt, and remove the two (2) existing Honda BF250A outboard engines from the transom. 2. Rigging & Core Component Stripping : Remove existing main wiring harnesses, control cables, legacy digital gauges, and original iST command components that are incompatible with the new "D - series" architecture. 3. System Isolation : Carefully iso late and protect the existing SeaStar PA1315 - 2 Power Assist steering system lines, hydraulic fluid reservoirs, and the active NMEA 2000 network backbone drop lines for reuse. 4. Transom Inspection : Perform a structural assessment of the transom . C heck for micro - fractures along all structural aluminum, knees, braces, and welds . C heck for pitting and structural degradation around the old engine mounting bolt holes , and ensure that the existing bolt holes haven’t elongated from engine vibration . 5. Disposal/Staging : Crate the old equipment on pallets , including outboards, controls, rigging, wiring harnesses, gauges, and ignition switches. Phase II: New Propulsion Installation 1. Engine Mounting : Mount and bolt two (2) new Honda BF250D outboard engines (one standard, one counter - rotation) to the transom using high - grade marine stainless steel hardware and premium marine - grade sealant. Drive - by - Wire (DBW) Rigging : Route and secure all new Honda factory main rigging harnesses from the transom through existing rigging tubes to both helm stations. Phase III: Dual - Station Control & Steering Integration 1. Honda iST System Installation : a. Install and configure new - generation Honda iST electronic control heads at both the primary and secondary forward helm stations. b. Integrate the necessary network gateways, communication hubs, and bus harnesses required for multi - station Drive - by - Wire handshake shifting and throttle operations. 2. Steering Interface : a. Integrate the new Honda BF250D engines with the existing SeaStar PA13 15 - 2 Power Assist Steering Unit . Replace existing Seastar Outboard Steering Cylinder. b. Inspect, bleed, and top off the hydraulic fluid loop. Verify that power assist performance matches manufacturer technical parameters across the full articulation range at both stations. Phase IV: Fuel System Integration 1. Fuel Line Inspection/Replacement : Inspect the vessel's existing aluminum fuel tank supply lines. Replace all rubber fuel feed hoses from the tank pickup valves to the outboards with new, premium USCG Type A1 - 15 fuel lines to accommodate modern fuel demands and prevent ethanol degradation. Use marine - grade 316 stainless steel fuel hose clamps (non - perforated inner band to prevent cutting the hose) . 2. Primer Bulbs & Connectivity : Replace existing primer bulbs with new, USCG compliant primer bulbs. Install factory - correct fuel connectors matching the inputs of the new Honda BF250D outboards. 3. Routing : Route lines through existing chases and protective tubing avoiding sharp bends, potential chafe points, and high - heat environments . 4. System Pressure & Leak Testing : Perform a comprehensive fuel system vacuum and pressure test to guarantee 100% leak - free integrity from the tank pickups to the engine fuel rails before initial startup. P hase V: Electronics, Instrumentation & Ignitions 1. Multi - Function Display & Gauge Installation : Install new Honda multi - function digital gauges (or network displays) at the primary helm station to monitor vital engine diagnostics (RPM, temperature, fuel burn, fault codes). 2. Ignition Switches : Install new premium marine ignition/start - stop switch panels at the primary helm stations, integrated with the appropriate kill - switch safety tether. a. Integrate appropriate kill - switch safety tether at the secondary forward helm station. 3. NMEA 2000 Integration : Connect the new Honda engine drop - cabl es/gateways into the existing NMEA 2000 backbone network. Calibrate data bridging to ensure engine telemetry displays flawlessly on all third - party onboard Multi - Function Displays (MFDs). Phase V I : Commissioning, Calibration & Sea Trials 1. Pre - Flight Diagnostics : Conduct a thorough static dockside systems check using factory diagnostic software to clear any initial codes and verify proper DBW shift/throttle calibration. 2. Sea Trials : Execute a minimum 2 - hour sea trial to log operational performance. T esting parameters must include: a. Verification of dual - station iST control handoffs (station transfer safety protocols). Docusign Envelope ID: BAEAD29C-86A9-808B-8259-A97490399A2E (September 2025) 7 b. H ole - shot, cruise, and Wide Open Throt tle (WOT) RPM/speed validation. c. Responsive tracking of the SeaStar Power Assist steering under high load. 3. Handover Documentation : Provide complete documentation including engine serial numbers, warranty registration confirmations, NMEA network schematics, and owner operation manuals. D elivery & Shipyard Logistics 1. Vessel Drop - off & Pick - up : The Tribe will deliver the 30' Munson landing craft via trailer to the contractor’s facility. 2. Secure Storage : The contractor must possess a secure, fenced yard or indoor shop capable of storing the vessel safely for the duration of the project.
