This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR (RFO) Part 12., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation W50S8R27Q0002 is being issued as a Request for Quotation (RFQ) for 179th Cyberspace Wing Regularly Scheduled Drill Lodging Services.
This solicitation is a 100% small business set-aside.

Addendum to FAR 52.212-1: Instructions to Offerors — Commercial Items
1. GENERAL INSTRUCTIONS TO OFFERORS
This Request for Quotation (RFQ) is being issued in accordance with procedures at RFO FAR Part 12. The Contracting Officer is vested with additional procedural discretion and flexibility to solicit, evaluate, and award in a simplified manner that maximizes economy and minimizes burden and administrative costs.
1.1. Inquiries & Cut-Off Date:
Questions regarding this RFQ must be submitted in writing via email to james.kliewer.2@us.af.mil and casity.schag@us.af.mil. All correspondence must reference the solicitation number. The cut-off for questions is no later than 12 October 2026, 10:00 AM ET. All questions will be answered electronically and provided equally to all prospective offerors.
1.2. Quote Preparation Costs:
The Offeror is notified that the Government will not reimburse costs incurred for quote preparation or submission.
1.3. Closing Date & Electronic Submission:
Quotes must be submitted electronically to james.kliewer.2@us.af.mil and casity.schag@us.af.mil no later than 15 October, 2026 1:00 PM ET.
1.4 Quote Organization & Required Content
The Offeror’s quote package shall consist of three (3) separate electronic volumes:
- Volume 1 – Technical:
The offeror shall submit company information (Legal Name, POC, Phone, Email, UEI, and CAGE Code) and the hotel name(s) and physical address(es) for any/all hotels proposed to fulfill the requirements of this RFQ and PWS. - Volume 2 – Cancellation Terms:
The offeror shall complete and submit Attachment 3 (Room Cancellation & Modification Policy). Offerors may, at their discretion, tailor proposed cancellation and modification timeframes in the designated placeholders. - Volume 3 – Price and Availability:
The offeror shall complete and submit Attachment 4 (Lodging Pricing and Availability). Offerors must enter room availability and nightly rates for all dates they are capable of fulfilling.
Failure to submit all three volumes may result in the quotation being rejected from further award consideration.
BASIS OF AWARD — EVALUATION
1. Evaluation Factors and Process
1.1. Basis for Contract Award:
The Government intends to award a firm-fixed-price purchase order resulting from this solicitation to the responsible offeror(s) whose conforming quote represents the best value to the Government, price and other non-price factors considered.
Multiple Award Reservation & Evaluation:
The Government reserves the right to issue single or multiple awards to maximize the fulfillment of required drill room blocks. Offerors are encouraged to propose the maximum number of rooms they can provide.
- If the offeror determined to provide the overall best value can fulfill all requested dates and room allocations, a single award will be made.
- If the best-value offeror cannot fulfill the entire room requirement, an initial award will be made to that offeror for their available rooms. The Government will then subtract the awarded dates/rooms and recalculate the remaining offerors' Volume 3 (Price and Availability) against the remaining unfulfilled room dates. A second best-value determination will then be conducted using the same evaluation factors to issue a second award. This process may continue as necessary. In no event will a contract be awarded for an amount under $2,500.
1.2. Evaluation Factors:
Quotes will be evaluated against the following factors:
- Factor 1 – Technical:
The proposed hotel name(s) and physical address(es) will be evaluated to ensure compliance with PWS paragraphs 1.4.1 and 5.1.3. The Government will use Google Maps to confirm that each proposed hotel is located within a 25-mile driving distance from 1947 Harrington Memorial Road, Mansfield, OH 44903-8049. Any proposed facility exceeding 25 miles or appearing on the 179 CW Off-Limits Locations list will be rated Unacceptable and removed from further consideration. - Factor 2 – Cancellation Terms:
The Government will evaluate the completed Attachment 3 (Room Cancellation & Modification Policy). The Government views more flexible cancellation and modification timelines more favorably. - Factor 3 – Availability:
The Government will evaluate Attachment 4 (Lodging Pricing and Availability). Offerors will initially be evaluated based on the "Grand Total Available" rooms offered. In the event of multiple awards, remaining offerors will be evaluated based on their availability to fill remaining unawarded dates/rooms. - Factor 4 – Price:
The Government will evaluate Attachment 4 (Lodging Pricing and Availability) based on proposed nightly rates and the total quoted amount. Price will be evaluated to ensure fairness and reasonableness. - Factor 5 – Hotel Inspections:
Hotel facilities are subject to health, fire, security/antiterrorism, and safety inspections IAW PWS paragraph 5. If the Government has inspected a proposed lodging facility within the last 365 days, previous inspection results may be utilized. Documented inspection deficiencies or life-safety concerns will be factored into the best-value comparative evaluation. - Factor 6 – Past Performance:
In accordance with DFARS 252.204-7024 and DoW mandate, the Government will evaluate the offeror's past performance by retrieving data from the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) and may consider other sources of information to assess the risk of unsuccessful performance.
2. REJECTION OF OFFERS
Circumstances that may lead to the rejection of a quotation include:
- Failure to meaningfully respond to the RFQ instructions or failure to provide all required volumes (Volumes 1, 2, and 3).
- Quotes reflecting an inherent lack of technical capability or failure to comprehend the PWS requirements.
- Unexplained significant inconsistencies between technical capability and price.
- Material errors, omissions, or deficiencies that cannot be corrected without substantial revision.
- Proposing facilities that exceed the 25-mile driving distance or appear on the Wing Off-Limits Locations list.
- Quotes that are unreasonable or unaffordable to the Government.

National Guard Agency Protest Program
The National Guard (NG) Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, protests must be filed within the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to:
