18-Inch Sewer Replacement Project

The Valley Sanitary District is soliciting proposals from qualified consulting firms for the 18-Inch Sewer Replacement Project located in Indio, California. The project involves abandoning an existing 18-inch cast iron pipe sewer crossing beneath the Union Pacific Railroad corridor and constructing a new 18-inch gravity sewer alignment outside the railroad right-of-way. The scope of work encompasses surveying, hydraulic evaluation, engineering design, permitting support, the preparation of Plans, Specifications, and Estimates, bidding support, and engineering services during the construction phase. Optional services may include title research, easement documentation, smart manhole cover evaluation, and geotechnical and utility investigations. Proposals must be submitted via the District's eProcurement Portal by October 8, 2026, at 4:00 pm. The contract will be awarded to the most qualified proposer based on a points-based scoring system, with a significant weight placed on the understanding of the project and the proposed approach. Selected consultants must comply with California Labor Code prevailing wage laws, Cal/OSHA safety requirements, and provide evidence of required insurance before commencing work. Payment will be administered on a monthly billing basis, with terms of thirty days for undisputed invoices. The project will be processed under a Notice of Exemption pursuant to CEQA guidelines and utilize NAD 83 and NAVD 88 datums for surveying.
