The Department of Homeland Security, Immigration and Customs Enforcement (ICE) intends to award a sole source contract to Standard Parking, Inc. for parking services due to the exclusive leasing arrangement between the building owner and Standard Parking. This contract will be awarded without full and open competition under the authority of FAR 6.302-5, as the government has determined that Standard Parking is the only company capable of providing the required service. The contract will have a seven-month base period with five optional one-month extensions, and it is not designated as a Small Business Set Aside. Standard Parking does not qualify as a small business under NAICS code 812930, which applies to parking services. The government will negotiate solely with Standard Parking under 41 U.S.C. 253(c)(1), acknowledging that there is only one responsible source able to meet the agency’s needs immediately. This public notice complies with FAR Part 5 for contract opportunity announcements, allowing other firms to challenge the sole source decision by submitting a letter of interest with rationale and pricing by the specified deadline. However, this notice does not constitute a formal solicitation or a guarantee of contract award, and the government is not liable for any costs incurred by interested parties in responding. All inquiries and responses must be directed to Gwendolyn Murphy, Contract Specialist at ICE, by the indicated date.
