The Naval Research Laboratory (NRL) will hold an industry briefing on November 2, 2005, to discuss the Spacecraft for the Universal Modification of Orbits (SUMO) Program, which aims to develop technologies enabling autonomous capture and manipulation of tumbling space objects for purposes such as salvage, repair, repositioning, and debris removal. The briefing will cover general requirements including a space-qualifiable robotic arm with multiple degrees of freedom, advanced machine vision for relative pose estimation, 2D and 3D imaging technologies suitable for space environments, and flight-certifiable planning and fault detection software. This initiative, led by NRL as part of a DARPA Tactical Technology Office program, encourages potential technology providers to participate and submit initial white papers under a NRL Broad Agency Announcement. Attendance requires prior approval by October 26, 2005, with strict security protocols including identification checks and restrictions on recording devices. The event will be unclassified, though participants must comply with government facility entry policies. Interested parties can submit questions beforehand and must adhere to visitor registration instructions specifying personal and citizenship information. Contracting will employ a variety of methods aimed at fostering innovation to support the program's technical goals. Additional information and submission guidelines are available through the NRL and related web resources, with Mary M. Sandy serving as the primary contact.

Full Description

An industry briefing will be held at the Naval Research Laboratory (NRL) on November 2, 2005 from 9:00 a.m. to 5:00 p.m., in Building 226, Auditorium. The purpose is to discuss the general requirements and opportunities of the Spacecraft for the Universal Modification of Orbits (SUMO) Program. The SUMO program consists of a front end that combines detailed relative pose estimation with a multi degree of freedom robotic manipulator system to autonomously grapple tumbling space objects without custom interfaces. SUMO offers the potential for spacecraft salvage, repair, rescue, reposition, and debris removal. This capability can extend service life by providing a safe and calculated disposal after propellant exhaustion. Additional information can be found at http://projects.nrl.navy.mil/sumo . As such, the general requirements for a space qualifiable multiple degree of freedom robotic arm, machine vision technology for relative pose estimation, 2- and 3-D imaging technology for space, flight-certifiable planning software, flight-certifiable fault detection and recovery software, and compliance control algorithms, along with related contract opportunities and mechanisms will be discussed. A combination of contracting methods will be used to support the innovative systems required for this effort. The NRL Broad Agency Announcement topic number BAA 82-05-01, Spacecraft Technology may be used to submit initial "white papers" to NRL for consideration of technology that might be of use on the SUMO program. After NRL reviews the initial white paper, NRL will contact the author if there is an interest in the technology. Potential technology sources are encouraged to attend the industry day to facilitate this communication process. The complete description of the topic can be located at the following website:http://heron.nrl.navy.mil/contracts/baa.htm . This effort is part of a DARPA Tactical Technology Office initiative, which is being led by NRL. Offerors who plan to attend must submit a visit request by October 26, 2005: Naval Research Laboratory, Attn: Code 3230.MS, Industry Briefing MS01, 4555 Overlook Avenue S.W, Washington, D.C. 20375. Requests may be faxed to the following fax number, 202-767-6197. The visitor requests should be prepared on company letterhead and must contain the following information for each person attending: Name, social security number, citizenship, purpose of visit. Any substitutions/additions to visitor requests must be received 3 business days prior to the briefing. The classification level of the visit is "UNCLASSIFIED". During the briefing questions will be entertained, after first submission in writing to the contract representative. All attendees must abide by the following to attend the industry briefing: (a) One form of identification will be required (ie, drivers license). All foreign nationals will be required to show greencard. (b) No cameras, cellular telephones with cameras, tape recorders, or other reproduction devices will be allowed.(c) The Government reserves the right to inspect all material, briefcases, etc. when entering or leaving the Government facilities. (d) Each visitor will be required to sign in and out. Any questions should be directed to Mary M. Sandy, Contract Specialist, Naval Research Laboratory, (202) 767-2021, mary.sandy@nrl.navy.mil .

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
