The Canadian Space Agency is soliciting offers from Canadian suppliers for the development and advancement of Priority Technologies to support future space missions and reduce technical uncertainties. The primary objective is to mature specific technologies, such as a lightweight, athermal reflecting telescope, to Technology Readiness Level 5. This involves the delivery of a brassboard validated in representative thermal-vacuum and vibration environments for Low Earth Orbit, alongside a credible roadmap for integration into CubeSat or small-satellite missions. The project is planned for a duration of 16 months, featuring a milestone schedule that includes a Kick-off meeting, Preliminary Design Review, Detailed Design Review, Test Readiness Review, and a Final Review meeting. Selection is based on a combined rating where technical merit is weighted at 60 percent and price at 40 percent, with a minimum technical score of 70 points required for consideration. The contract includes comprehensive requirements for software licensing, hardware delivery, and an Indigenous Participation Plan. Payments are processed within 30 days of receiving undisputed invoices, which must be supported by release documents and evidence of completed work. Performance is primarily centered in Quebec, and the procurement process is managed through the CPConnect Service with a focus on high-quality technical substantiation and adherence to specific TRL frameworks.

SPACE TECHNOLOGY DEVELOPMENT PROGRAM BACKGROUND The Space Technology Development Program (STDP) mandate is to formulate, implement and manage contracted out research and development (R&D) projects in response to identified needs. Its objectives are to develop and demonstrate strategic technologies that have a strong potential for reducing technical uncertainties for future Canadian space activities. The STDP will therefore support the development of technologies to meet the current and future needs of the Canadian Space Program. OBJECTIVES The objective of this Statement of Work (SOW) is to enable the development of Space Technologies that are in line with the Canadian Space Agency’s (CSA) priorities and mission roadmaps. For the Priority Technology (PT) specified herein (see APPENDIX A-5 of ANNEX A), the work solicited is the development and advancement of the technology (Technology Readiness Levels (TRL)), (see APPENDIX A-1 of ANNEX A) to reduce technical uncertainties and support approval and implementation of specific potential future space missions of interest to Canada.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
