The Naval Sea Systems Command (NAVSEA) plans to issue a limited competition contract for the procurement of TB-29A Thin Line Towed Arrays, specifically targeting Lockheed Martin Systems and Sensors and L-3 Communications Corporation as the only qualified sources. The contract will initially cover the purchase of five TB-29A arrays, with an option for an additional five units. These two companies are uniquely positioned as the exclusive developers and producers of the TB-29A arrays, meeting the Navy’s specific technical and operational requirements within the required timeframe. The procurement will follow a limited competition process under legal provisions allowing contracts to be awarded without full and open competition when only a limited number of sources are capable of fulfilling the government’s needs. The solicitation is an informational presolicitation notice rather than a request for competitive proposals, although proposals received within 45 days of the announcement will be considered. The Navy reserves the right to decide whether to proceed with a competitive procurement based on the responses received. The contract is specifically for supplies that only these two companies can provide, and the government is not obligated to award a contract based on this notice. Subcontracting opportunities are available, and interested parties are encouraged to reach out to the subcontracting departments of Lockheed Martin or L-3 Communications. This announcement primarily serves to inform potential subcontractors and does not bind the government to any contractual commitment.
