The contract structure consists of a one-year base period with four one-year options, totaling five years. Pricing is based on an estimated annual demand of 44 units, with a guaranteed minimum of 18 units. Delivery timelines are set at 172 days without first article testing and 487 days with testing, with shipments destined for various facilities across the Continental United States. Due to the critical nature of the item, government first article testing is required and strict export controls apply. Eligible bidders must be small businesses with JCP certification or appropriate licenses from the Departments of State or Commerce, and must be certified to access unclassified data via DD Form 2345. Proposals must be submitted directly to the Bid Custodian rather than through DIBBS, and the procurement process may include a reverse auction.
