Arnold Defense and Electronics, LLC (AD&E), Missouri, is being awarded a $10,487,325 modification to the firm-fixed-price, indefinite-delivery/indefinite-quantity contract for 2.75-inch Rocket Launchers and Subcomponents to support Navy, Army, Air Force and FMS requirements. The modification is to exercise Option Year 1. The contract is comprised of one base year and three option years. If all option years are exercised, the cumulative contract value shall not exceed the ceiling price of $53,779,290. Work will be performed in Arnold, MO and is expected to be completed in March 2023. Funds in the amount of $15,036,600 will be obligated at time of award. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). Arnold Defense and Electronics, LLC is the current and sole manufacturer of all 2.75-Inch Rocket Launchers and has specialized tooling, equipment, and subject matter expertise required to manufacture the subject Rocket Launchers. AD&E possesses unique and proprietary hardware and know-how involving the manufacture of the launchers, and is the only source of the unique test equipment required to test the launchers. The facilities, special test equipment, tooling, and special production processes necessary are the proprietary intellectual property of AD&E. In addition, AD&E is the designer, developer, and patent holder for two essential components for the Navy and Air Force's 2.75-Inch Rocket Launchers.
