2 Fast CMOS Cameras

The National Institute of Standards and Technology (NIST), under the U.S. Department of Commerce, is soliciting two Scientific CMOS camera systems through a firm-fixed-price procurement under FAR Part 12, identified by solicitation number 1333ND26QNB030019 and posted on May 13, 2026, with responses due by May 27, 2026. The cameras must meet stringent technical specifications including a minimum frame rate of 50 fps at 16 bits and 100 fps at 12 bits, a global shutter sensor with at least 7,000 e⁻ full well capacity, readout noise of no more than 2 e⁻, and dark current of no more than 0.2 e⁻/pixel/sec at 10°C, with an operating temperature capability down to -10°C. The system must include a C-mount optical interface, a frame grabber, and a refrigerated chiller, and all components must be new, unused, and delivered in original manufacturer packaging within 12 weeks of contract award. Performance is to occur at the contractor’s facility, with final delivery to NIST’s facility in Gaithersburg, Maryland, under F.O.B. Destination terms, meaning the contractor assumes all risk and cost until physical receipt at the designated location. The procurement follows a Lowest Price, Technically Acceptable (LPTA) evaluation approach, where technical acceptability is a mandatory gate, and award will be made to the lowest-priced offeror whose proposal demonstrates full compliance with all minimum technical requirements without trade-offs. Proposals must be structured into three distinct volumes: Technical Quotation, Price Quotation, and Terms and Conditions, each evaluated independently. Technical documentation must explicitly cite alignment with the Statement of Work, while pricing must be firm-fixed and valid for 90 days, with any foreign content clearly identified. Invoicing is mandated through the U.S. Treasury’s Invoice Processing Platform (IPP), with email submission to INVOICE@NIST.GOV as a secondary option. Contractual compliance requires adherence to cybersecurity standards including NIST SP 800-171, FISMA, and FIPS 200. Offerors must disclose their Unique Entity Identifier and CAGE Code if they use covered telecommunications equipment, and are subject to standard FAR clauses including prohibitions on confidentiality agreements, SAM registration, executive compensation reporting, and subcontractor exclusions
