The contract solicits firm-fixed-price quotations for the procurement of two high-performance scientific CMOS cameras designed for precise absorption tomographic measurements spanning the UV to visible wavelength range. These cameras must meet stringent technical specifications, including a global shutter, 16-bit digitization, frame rates of at least 50 fps at full resolution, exceptionally low readout noise and dark current, and compatibility with C-mount optics. Each camera system must be complete with a frame grabber, chilling system, and all necessary accessories, delivered in original manufacturer packaging to the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland, within 12 weeks after order receipt. The contract includes a mandatory minimum 12-month warranty covering parts and labor, effective upon government acceptance at the designated acceptance location. Evaluation of offers will follow a lowest price technically acceptable methodology, with stringent technical capability as a pass/fail gate: only bids demonstrating full compliance with the statement of work’s technical requirements, supported by detailed documentation and manufacturer authorization when applicable, will advance to price evaluation. Pricing must incorporate all shipping and applicable tariffs under FOB Destination terms, with separate line itemization of customs fees for non-U.S.-origin products where relevant. Invoicing will be conducted electronically through the Invoice Processing Platform or designated email address, with contract clauses enforcing the use of specified billing systems, warranty provisions, Buy American and Free Trade compliance, and other federal acquisition requirements aligned with FAR Part 12 and related regulations. The contract mandates adherence to cybersecurity standards including NIST SP 800-171, FISMA, and FIPS 200, stipulating secure handling of sensitive information, multi-factor authentication, encryption protocols, and incident response measures. Contractor personnel performing onsite work must comply with NIST access and security protocols, and all contract administration will be overseen by designated points of contact within NIST’s Department of Commerce office.
