Sources Sought Notice for Graphite Furnace Atomic Absorption Spectrometer

Notice ID: NIST-MML-FY27-SS01

Response Date: 11/28/2026

Product Service Code (PSC): 6640

NAICS Code: 334516

Background

The Inorganic Chemical Metrology Group (ICMG) uses at least two measurement methods, each based on orthogonal physical principles, to certify the trace elements in candidate standard reference materials (SRM). These SRMs are intended for method validation and quality assurance in trace-element measurements to assess the nutritional value and contaminant status of agricultural products. A sensitive trace-element detector, a graphite furnace atomic absorption spectrometer (GFAAS) is sought to complement the group's inductively coupled plasma mass spectrometric (ICP-MS) measurement capability and fulfill the two independent method requirements for SRM development. Consideration will be given to GFAAS capable of direct solid-sample analysis to maximize its orthogonality relative to the liquid-sampling-based ICP-MS technique.

Minimum Capabilities that NIST Requires and for Which Information is Being Requested

The National Institute for Standards and Technology (NIST) located in Gaithersburg, MD is seeking information on vendors that are capable of providing a graphite furnace atomic absorption spectrometer (1) capable of measuring liquid test samples with an instrument detection limit (DL)  for Cu at 0.02 µg/L or better (324.8 nm line, 50 µL sample volume, DL=3 x standard deviation of 10 replications) and (2) designed for direct introduction of solid state test samples into the graphite furnace for analyte quantification without a need of sample digestion

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
