The 129th Rescue Wing (129 RQW) intends to issue a sole-source award to modify an existing contract for the delivery and installation of a 2-ton (4,000 pound), overhead, top-running bridge crane at its Vehicle Maintenance Facility (Building 668). This crane is necessary for the 129th Logistics Readiness Squadron (129 LRS) to accomplish various tasks pertaining to the maintenance of its fleet of over-the-road and special-use vehicles. 129 RQW intends to issue this sole-source award to Cox Construction, Inc., because it is the construction firm of record for the facility and is currently mobilized and in the process of pursuing construction activities in order to complete the building. In light of this, Cox Construction is uniquely qualified to integrate and coordinate the proper relation of the work to the building structure and the work of all laborers. Additionally, the firm is able to verify all as-built dimensions of the building as they relate to the fabrication of the crane prior to its installation. Cox Construction is therefore the only responsible source and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B). This requirement was included as an Additive Bid Item (ABI) at the time of solicitation but was not included in the construction award (W912LA-18-C-0001). Funds have now been made for the procurement of this equipment and it is the Government's desire to procure this equipment. IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the bridge crane requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Tuesday, 24 September 2019. Responses must be submitted in writing to the Contracting Officer, SMSgt Paul (Nick) Ochs, via email at paul.n.ochs.mil@mail.mil and the Contract Specialist, MSgt Bardia Barmaki at bardia.barmaki.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
