AI Contract Overview
The Department of Defense, through the USPFO for California, is soliciting a single firm-fixed-price contract for the construction of a Combat Rescue Helicopter Operational Flight Trainer simulator facility at Moffett Air National Guard Base in Mountain View, California. This total small business set-aside project, with an estimated magnitude between 10 million and 25 million dollars, involves the creation of an 8,202 gross square foot building. The facility will feature a multi-story high bay area for the simulator, alongside single-story spaces for mission planning, briefing and debriefing, administrative offices, maintenance and parts storage, and secure telecommunication rooms. The construction will utilize a structural steel frame, reinforced concrete foundation, and a pitched roof equipped with supports for HF, UHF, and VHF antennae, as well as supporting infrastructure including a backup power generator and fuel tank. The procurement is being conducted as a sealed-bid Invitation for Bids (IFB), where the award will be granted to the responsible bidder with the lowest priced responsive bid. While the overall construction is competed, the government has specified brand-name requirements for compatibility with existing base systems, including Monaco fire alarm and mass notification equipment, AutomatedLogic EMCS components, and Best door locksets. Additionally, the security system integration is restricted to a sole-source requirement for Advantor. Bidders must submit their proposals electronically via the Procurement Integrated Enterprise Environment (PIEE) by October 21, 2026, including a completed SF 1442, a priced bid schedule, and a bid bond on SF 24. The project is subject to Davis-Bacon Act labor standards and requires compliance with DoD AT/FP and cybersecurity criteria.
