The trailers must meet strict technical specifications including an 18-foot length, double axle with 7,000 lb electric brakes each, a 15,000 lb gross vehicle weight rating, and an 11,600 lb payload capacity, all featuring a tilting platform for efficient loading and unloading. Performance is required at Base de Valcartier in Quebec, with an estimated annual usage of 10,000 km per trailer, and the equipment must comply with all applicable provincial laws and regulations across Quebec, excluding the National Capital Region. The trailers must be delivered within 30 calendar days of contract award and remain ready for use without damage or defect. Offers are evaluated solely on the lowest price among technically compliant submissions, with mandatory technical criteria acting as pass/fail gates—failure to meet any mandatory requirement results in immediate non-compliance. All submissions must be organized into three sections: technical, financial, and administrative forms including the Offer Submission Form and Offeror Declaration Form. Offerors must hold a Procurement Business Number and certify compliance with Canada’s Ineligibility and Suspension Policy, affirming no disqualifying circumstances exist for themselves, their affiliates, or proposed subcontractors. Electrical components must be certified by an organization accredited by the Standards Council of Canada or inspected by a provincial electrical authority. Packaging must adhere to industry standards, with shipping slips attached to every shipment and all assembly and crating costs included in the quoted price. Invoicing must occur per delivery, detailing all costs excluding applicable taxes, with taxes listed separately alongside registration numbers; payment is due within 30 days of a compliant invoice, with interest applied at the Average Rate plus 3% annually on overdue amounts. Canada retains full inspection and acceptance rights and may require corrections at no additional cost if defects are found. The Contractor must maintain accurate records of estimated and actual costs to support value verification, and all performance is conducted without security requirements.
