2 UAS Trailers

The U.S. Department of Agriculture Forest Service is soliciting two new enclosed, off-road capable cargo trailers to support its Unmanned Aircraft Systems program, primarily for wildland fire incident response operations across the Rocky Mountain Geographic Area. These trailers must meet stringent technical specifications outlined in Attachment J.2 Rev.1, including a minimum 6’x10’ floorplan, two axles with electric brakes, 10-ply all-terrain tires, 16-inch on-center construction for walls, floor, and ceiling, insulation, air conditioning, shore-power capability, and adequate lighting for night operations. The trailers are required to be fully assembled, commercially built, and capable of operating in rugged interstate and off-highway environments using standard market-spec racking for securing sensitive UAS equipment. The acquisition is a Total Small Business Set-Aside under NAICS code 336214, with a size standard of 1,000 employees, and contract awards will be made on a Lowest Price, Technically Acceptable basis as defined by FAR 12.203. Offerors must demonstrate technical acceptability by fully meeting all salient characteristics in the trailer specifications and provide an acceptable or neutral past performance rating. Proposals must be submitted via email to the contracting officer by June 26, 2026, at 1600 Mountain Time, and questions must be submitted by June 22, 2026, at the same time. Delivery must occur within 100 calendar days of award at the Powder River Ranger District, 1415 Fort Street, Buffalo, Wyoming, with FOB Destination terms and a mandatory seven-day advanced notice to coordinate receipt and inspection by the USFS. The trailers will be inspected upon delivery for compliance with all specifications, and any deficiencies must be corrected by the contractor at no additional cost to the government. The contract incorporates a comprehensive set of Federal Acquisition Regulation clauses, including Alternate I of 52.212-4 for commercial product terms, Alternate I of 52.222-50 on combating trafficking in persons, and multiple payment-related clauses covering electronic funds transfer, installment payments, and third-party payments.
