The U.S. Fish and Wildlife Service, Region 3, has announced its intent to award a sole source firm fixed price contract to BioSonics, Inc. for the purchase of a DT-X Autonomous Submersible Echosounder. This decision is made under FAR 6.302-1 authority, allowing other than full and open competition, and utilizing FAR Part 13 Simplified Acquisition procedures. The equipment will support collaborative research efforts with the USGS Great Lakes Science Center, USEPA Mid-Continent Ecology Division, and several state Department of Natural Resources agencies to study and quantify lower trophic level fishes and to improve early detection and monitoring of aquatic invasive species in Lake Superior. The technology provided by BioSonics is essential due to its compatibility with equipment already operated by partner agencies, facilitating standardized data collection, sharing of resources, and enhanced collaboration. The contract falls under the North American Industry Classification System code 334511 with a size standard of up to 750 employees. While this notice is not a solicitation for competitive proposals, the agency encourages interested and capable firms to respond. Ultimately, the government reserves the right to determine whether to proceed without competition based on responses received. The purchase aims to enhance monitoring efforts in the vast and complex ecosystem of Lake Superior by utilizing advanced, proven technology to better assess native fish populations and invasive species distributions where conventional sampling methods are insufficient.
