The Strategic Systems Programs (SSP) plans to enter into a sole-source contract with Lockheed Martin Corporation Mission Systems and Training (LM MST) for specialized follow-on support related to the TRIDENT II SSI Increment 8 project. This contract focuses on completing the Preliminary Design Review, Technical Design Package, and EDM INS material kit items, leveraging LM MST’s unique and extensive expertise in the TRIDENT II D5 Strategic Weapon System (SWS) navigation subsystem. The contract will begin with a base year effort starting in fiscal year 2015 and will be executed as a letter contract, with a planned issuance date of September 30, 2015. The contract is expected to include Completion Contract Line Item Numbers (CLINs), emphasizing the need for uninterrupted support from the only known source with the necessary experience, personnel, and specialized knowledge. This procurement follows the authority under FAR 6.302 for non-competitive contracting due to the unique capability of LM MST, and while the government will solicit and negotiate exclusively with this vendor, a notice has been issued to allow other interested parties to express interest or capability. However, this notice is not a request for competitive proposals, and the government's decision to proceed without competition will rest solely on their discretion based on responses received. The contract does not intend to utilize Part 12 procedures for acquisition. The place of performance is identified as Mitchel Field, New York, with the contract managed by the Strategic Systems Programs office in Washington Navy Yard, DC. Contracting officers Vicki L. Granat and Cheryl Wetzel are the points of contact for this action.

The anticipated contract will contain Completion CLIN(s). This will be a letter contract with a planned issuance date of September 30, 2015. An Award Notice will be publicized, when applicable, along with the supporting Justification and Approval for Other Than Full and Open Competition (J&A), in accordance with Federal Acquisition Regulation (FAR) subpart 5.301, 5.303, and 6.305 under separate notice. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
