Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The contract involves the procurement of 71 units of a specific tile product measuring 12 by 24 inches, identified by NSN 1H-2090-015645080-ST, and referenced as TDP VER 008. Deliveries are required to two Department of Defense locations: DLA Distribution in New Cumberland, PA, and DLA Distribution in Tracy, CA. The part demands engineering source approval to ensure quality, as it relies on unique design capabilities, engineering expertise, and manufacturing knowledge held by the approved source. This source retains proprietary data and technical information essential to maintaining part quality, which cannot be economically duplicated by the Government. Any alternative supplier must qualify under procedures approved by the relevant Government engineering authority, ensuring that the original design control standards are met. The acquisition will be conducted as a sole-source negotiation under FAR 6.302-1, meaning the Government intends to solicit and negotiate with only one approved source, though it welcomes submissions of interest or capability statements within 30 days of the notice's publication. While not a request for competitive proposals, responses may influence whether the Government proceeds with a competition. The procurement will not follow FAR Part 12 guidelines for commercial items, based on market research findings. Interested parties have 15 days to notify the contracting officer of their ability to meet the requirement with a commercial item. The responsible contracting office is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, PA, with Tonya L. Nearhood as the primary point of contact.

Mercury contamination of the material will be cause for rejection. If the inclusion of metallic mercury is required as a functional part of the material furnished under this contract, the Contractor shall obtain written approval from the Procurement Contracting Officer before proceeding with manufacture. The contractor's request shall explain in detail the requirements for mercury, identify specifically the parts to contain mercury, and explain the method of protection against mercury escape. Such a request will be forwarded directly to the Procurement Contracting Officer with a copy to the applicable Government Inspector. Upon approval by the Contracting Officer, the vendor will provide a "Warning Plate" stating that metallic mercury is a functional part of the item and will include name and location of that part. The use of mercury, mercury compounds, or mercury-bearing instruments and/or equipment in a manner which might cause contamination in the manufacture, assembly, or test of material on this contract is prohibited. The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 3.6 First Article Approval (Government Testing) - First Article Test (FAT) and approval is required. 3.6.1 ;Samples for First Article Tests - The manufacture shall provide samples for First Article Tests. The tiles submitted shall be certified to have the same composition, location of manufacturing, equipment and manufacturing process as the material to be supplied on subsequent lots. Request for Information: Additive Manufacturing
Solicitation # N0010427RZ058
The Naval Supply Systems Command Weapon Systems Support is conducting market research through Request for Information N0010427RZ058 to identify qualified sources capable of designing, producing, and delivering piece part components or entire assemblies using additive manufacturing methods. The government is specifically interested in vendors who can meet rigorous manufacturing, material, performance, testing, and quality assurance requirements. While the current focus is on a candidate list of National Item Identification Numbers for valves, actuators, and manifolds, the government anticipates that Level I and SUBSAFE items may become eligible for additive manufacturing in the future. Interested businesses must provide detailed administrative data, descriptions of their manufacturing capabilities, facility certifications such as ISO 9001 or AS9100, and evidence of past performance with similar military or commercial hardware. Additionally, the government is soliciting industry feedback on the development of objective evaluation criteria and the structuring of performance-based incentives for future Firm-Fixed-Price contracts. All produced components must be fully interchangeable with traditionally manufactured equivalents and strictly adhere to the baselines established in Project Peculiar Document 802-8436658. Responses are due by October 22, 2026.
