The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to MetOcean Data Systems upon the basis of the authority provided at FAR 13.106-1(b)(1): The contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL intends to purchase three (3) Ice Mass Balance (IMB) buoys with the following instrumentation: iridium transmitter, GPS, data logger, sonar altimeter, thermistor string, 16 or 32 channel relay multiplexer, temperature probe, radiation shield, digital barometer, and battery pack. The buoy provides for thermistor accuracy better than 0.1 degrees C and the ability to measure ice surface and bottom position within 5mm. MetOcean was identified as the only source currently deploying the technology and configuration necessary to measure these properties with the aforementioned accuracy in extreme Arctic environments. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement must submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.
