The Department of Commerce National Oceanic and Atmospheric Administration is seeking the procurement of replacement Universal Sonar Mount (USM) systems for the Office of Coast Survey's Navigation Response Branch. This requirement is a total small business set-aside under NAICS 334511 and will be awarded as a firm-fixed-price contract based on the Lowest Price Technically Acceptable criteria. The procurement is designated as a brand name or single source requirement because the Navigation Response Team vessels feature permanent welded hull mounting plates that are only compatible with USM-branded equipment. The scope of work includes the acquisition of seven CLINs, featuring six HighTower sonar mounts, gear drive kits, sonar poles, mounting plates, and HighTower 4.0 inch foil clamp assemblies. These systems are critical for the deployment and recovery of sonar equipment used in hydrographic survey and emergency response missions. Managed by the office in Norfolk, Virginia, the solicitation has been updated via amendments to refine the CLIN structure and extend the response deadline to March 12, 2025.
