200-RFP-HCHS- Stair Removal and Replacement

Hertford County Board of Education is seeking qualified design-build firms to remove existing exterior stairs and construct new two-story steel and concrete stairs with railings and guardrails at Hertford County High School in Ahoskie, North Carolina. The project, estimated at a budget of $150,000 and funded by the North Carolina Department of Public Instruction, must be completed between October 2026 and August 2027, with all work finalized before the start of the 2027–28 school year. The procurement follows North Carolina’s Qualifications-Based Selection (QBS) process under G.S. § 143-64.31, which eliminates price from initial evaluation; instead, award is based on the firm’s expertise in public school design-build projects, past performance on similar work, staffing qualifications, collaborative approach, familiarity with the region, and financial stability. Proposals must include detailed firm background, resumes of key personnel, organizational charts, three professional references—preferably from K–12 systems—financial statements, and proof of bonding capacity. Firms must hold a valid North Carolina General Contractor License and demonstrate compliance with state and local building codes, NCDPI standards, and non-discrimination laws. Only firms with a principal place of business in North Carolina are given preference. Submission requires ten hard copies and one digital copy on a thumb drive, labeled specifically for this solicitation, and must be received by 3:00 p.m. EST on August 28, 2026, at the Hertford County Public Schools office in Winton; electronic submissions are prohibited.
