The National Oceanic and Atmospheric Administration is soliciting quotes for trawl and sea turtle research support to benefit the Northeast fisheries. The project focuses on testing gear modifications in otter bottom trawl gear to evaluate their impact on targeted catch using a comparative experimental design. This research requires the use of gear representative of commercial fisheries, comparing nets with by-catch reduction devices against acceptable controls. This opportunity is a 100 percent Total Small Business Set-aside under NAICS code 541712. The fixed-price contract will be awarded based on best value, prioritizing experience and past performance over price. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Trawl and Sea Turtle research support for projects relative to the Northeast fisheries. NOAA is requesting quotes that test gear modifications in otter bottom trawl gear to determine the change, if any, on the targeted catch. This work must use a comparative experimental design and be outfitted in trawl gear that is representative of gear commonly used in the commercial fishery. The trawl net with the by-catch reduction device (BRD) must be compared to an acceptable control (e.g., trawl net with the BRD removed) using accepted comparative sampling strategies. The exact gear modification will be determined after the conclusion of a trawl workshop that is scheduled to be held before September 30, 2010. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis using the following factors listed in descending order of importance, (1) Experience; (2) Past performance; (3) Price. When combined, experience and past performance are significantly more important than price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. The solicitation will be available electronically on or about June 11, 2010 via FedBizOpps at www.fedbizopps.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. Telephone requests for hard copies will not be honored. Hard copies of the solicitation may also be provided in response to a written or faxed request received directly from the contractor. Requests for hard copies of the solicitation may also be faxed to (757) 441-3636. Quotes will be accepted electronically at the following email address: Brian.O'Boyle@noaa.gov and via facsimile at (757) 664-3636. Amendment 0001 was issued to specify that the solicitation would be issued on or around June 11th, 2010. Amendment 0002 was issued to post the actual solicitation. Amendment 0003 was issued to update the Statement of Work within the RFQ per the request of the requiring agency.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
