The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) intends to award a sole-source, firm-fixed-price contract with a magnitude ranging from $7M to $10M to ATLAS Space Operations Inc., (UEI: LUU8R95P3JM3).

The requirement is to procure scalable telemetry, tracking and command aperture services to deliver Satellite-to-Ground Communication Services. This requirement supports OSPO in accomplishing its mission of delivering environmental data from remote platforms. The scope encompasses site certification, telemetry downlink data services, and satellite commanding data services to satisfy future NESDIS requirements for commercial remote telemetry downlink for partner missions.  Key supported missions include, but are not limited to:

  • COSMIC-2, (the Constellation Observing System for Meteorology Ionosphere and Climate-2)/FORMOSAT-7
  • KOMPSAT-5, Korea Multi-Purpose Satellite-5 (KOMPSAT-5), and
  • PAZ, Spanish Earth Observation Satellite

The proposed contract action will be conducted using other than full and open competition procedures pursuant to the authority at 41 U.S.C. 3304(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 6.103-1,Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements.

Justification for Non-Competitive Action: ATLAS is the only vendor that possesses the established, fully compliant ground station network and operational authorizations required to fulfill NOAA's mission objectives without catastrophic schedule disruption and unrecoverable cost growth. ATLAS currently holds all active, validated, and fully compliant international spectrum licenses and host-nation operating authorizations across the required equatorial downlink footprint. These authorizations are non-transferable. ATLAS represents the only evaluated source possessing the fully qualified, operational front-end processor architectures, automated scheduling APIs, and verified performance thresholds required to meet NESDIS data delivery requirements without introducing unacceptable integration costs, programmatic delays, and mission-critical data loss risks.

Notice to Interested Sources: This Notice of Intent (NOI) is not a request for competitive proposals or quotations. However, in accordance with RFO 5.101, all responsible sources may submit a capability statement, which shall be considered by the agency.  Information received will be evaluated solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

Response Instructions: Capability statements or responses must be submitted electronically via email  to the Contracting Officer to Ms. Trang Tran, at Trang.Tran@noaa.gov with a courtesy copy to Ms. Markita Simmonds, Contracting Specialist, at Markita.Simmonds@noaa.gov.  Submissions must clearly demonstrate the technical capability, active international spectrum licenses, and host-nation authorizations required to meet the Government’s technical objectives.  Concerned parties should address any questions, issues, disagreements, or recommendations to the Contracting Officer.

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

Unified Network and Navigation Operations (UNNO) Request for Information
Solicitation # SCAN-MSFC-0002
NASA Marshall Space Flight Center is soliciting information for the Unified Network and Navigation Operations (UNNO) contract under the Space Communications and Navigation (SCaN) program. The initiative aims to consolidate the Near Space Network (NSN) and Deep Space Network (DSN) into a single One Network operational construct to improve accountability, reduce transition risks, and modernize mission-critical capabilities. The scope of work includes the operations, maintenance, sustainment, integration, and continuous improvement of unified network management, CONUS-based DSN facilities such as the Goldstone Deep Space Communication Complex, and NSN services including Space Relay and Direct-to-Earth capabilities. Performance will span numerous global sites, including facilities in Maryland, New Mexico, Guam, Australia, and Antarctica. The procurement strategy has transitioned from a two-category model to a single-award Indefinite Delivery Indefinite Quantity (IDIQ) model to ensure a unified management baseline. NASA intends to utilize a hybrid pricing structure consisting of firm-fixed-price (FFP) for standard operations and maintenance, and cost-plus arrangements for emergency, non-baseline, and mission surge support. While this is currently in the market research phase with a notional proposal date of March 2027, NASA is requesting capability statements and industry feedback to refine the Statement of Objectives. Evaluation of future proposals is expected to weigh technical merit, cost efficiency, past performance, and small business subcontracting plans.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
