NASA’s Marshall Space Flight Center is seeking industry input on the upcoming Unified Network and Navigation Operations (UNNO) contract, which aims to integrate the Near Space Network and Deep Space Network under a unified operational framework known as the One Network philosophy. This initiative will consolidate communications and navigation services to support NASA’s human spaceflight, scientific missions, and partnerships with non-NASA government agencies, commercial entities, and international organizations. The contract will encompass end-to-end operations, maintenance, sustainment, integration, and continuous improvement for both existing and emerging network capabilities, including Space Relay (TDRS) and Direct-to-Earth services for near space, as well as ground-based facilities and global coordination for deep space operations across CONUS and international sites. The approach emphasizes a balanced mix of government-owned infrastructure and commercial services to ensure resilience, global coverage, and mission-critical performance while leveraging industry innovation where feasible. The request for information (RFI) is not a solicitation and does not obligate the government to award a contract or compensate respondents; it is solely for planning and market awareness purposes. Interested parties must submit capability statements and industry feedback electronically to Contracting Officer Benjamin Kamp by August 15, 2026, 4:00 PM Central Time, with all submissions required to be unclassified. Responses marked as confidential commercial or financial information will be handled under the Freedom of Information Act guidelines. The NAICS code for this effort is 517810, and while no set-aside is planned, the official solicitation—when released—will be posted on SAM.gov. Firms are responsible for monitoring that site for future updates and opportunities.

National Aeronautics and Space Administration (NASA) /Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources regarding an emerging opportunity for Unified Network and Navigation Operations (UNNO).

The Space Communications and Navigation (SCaN) program is responsible for and manages NASA's communications and navigation capabilities to enable scientific discovery and space exploration. Currently these capabilities are provided through the Near Space Network (NSN) and the Deep Space Network (DSN). SCaN is evolving its management and operational structure to form an integrated network operations team under SCaN’s One Network philosophy to be executed under the UNNO contract.

Together as a cohesive organization, SCaN Program Office will provide reliable, efficient, secure, and innovative communication and navigation network services that connect mission operations teams to their spacecraft, a vital link that enables mission success. Missions supported include NASA human spaceflight and scientific programs, non-NASA government agencies, commercial companies, and international partners.

SCaN’s network capabilities will continue to evolve through an increasing use of commercial services across the Earth, lunar, Mars, and deep space domains; however, not all capabilities will be fully commercialized. Certain mission-critical functions will continue to rely on government-owned systems where necessary to ensure performance, resilience, and global coverage. SCaN will pursue the right balance of government and commercial capabilities to efficiently leverage available industry services while sustaining essential government infrastructure.

SCaN is seeking contract support to provide operations, maintenance, sustainment, integration, and continuous improvement for the existing networks as current capabilities transition and integrate new capabilities. This contract will include support for: (1) Near Space Network operations including the Space Relay (TDRS) and Direct-to-Earth (DTE) services; (2) Deep Space Network operations including all CONUS-based facilities (Goldstone DSCC, JPL Mission Operations Center, and Monrovia Remote Operations Center) and selected global logistics and network wide initiatives needed to coordinate with the worldwide DSN footprint; and (3) Cross-Cutting Network Management functions enabling the unified "One Network" operational construct.

NASA values collaboration with industry and is requesting information in two separate forms: capability statements and industry feedback. See Attachment 2 - Capability Statement Request and Attachment 3 - Industry Feedback Request for further details and instructions for specific information requested.

No solicitation exists and therefore cannot be provided at this time. If a solicitation is released, it will be provided through SAM.gov.  Interested firms are responsible for monitoring this website for the release of any solicitation or additional updates.

This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.  Respondents will not be notified of the results of any evaluation.

Any information submitted in response to this RFI that is marked as “Confidential Commercial or Financial Information” will be considered as voluntarily submitted in accordance with the Freedom of Information Act. All information requested must be UNCLASSIFIED.

All responses must be submitted electronically via email to the Contracting Officer, Benjamin Kamp, at benjamin.m.kamp@nasa.gov no later than August 15th, 2026 4:00PM Central. Please refer to Unified Network and Navigation Operations (UNNO) in any response.

NextSTEP-3 Appendix B: Moon Base DemonstrationsThe solicitation for NextSTEP-3 Appendix B: Moon Base Demonstrations, issued under solicitation number 80MSFC26R0003 by NASA Marshall Space Flight Center, seeks industry-led demonstrations to advance the development of a permanent lunar base at the Moon’s South Pole, aligning with national space policy goals of sustained lunar presence and deep space exploration readiness. This initiative targets technology readiness levels 6 and above to bridge the gap between innovation and operational mission needs, with an emphasis on architectural studies, risk reduction, and capability maturation rather than hardware production. The procurement employs a two-step process: initial White Paper submissions followed by invited full proposals under a Multi-Award Task Order Contract (MATOC) structure, with all awards structured as Firm-Fixed-Price contracts featuring performance-based milestone payments. The solicitation operates under a dual-path approach, combining Directed-Topic Calls that address specific, evolving mission needs with Open-Topic Calls that invite broader, unanticipated innovations—though submissions duplicating Directed-Topic concepts will be deemed ineligible. Evaluation is based on a non-trade-off, best-value selection process where Technical Capability (including Capability and Past Performance) is weighted at 1,000 points and must meet minimum thresholds for eligibility, while Price is assessed solely for reasonableness and completeness and does not factor into ranking. Proposals must adhere to strict formatting rules, including page limits and submission as a single searchable PDF, with key personnel qualifications, organizational conflict of interest plans, and intellectual property disclosures required as attachments. All contractors must maintain active SAM.gov registration, submit required certifications and representations, and comply with NASA-specific clauses related to data rights, payments, changes, subcontracting, whistleblower protections, and safety and liability waivers. Performance will be conducted under the NASA FAR Supplement, with invoicing required through the NASA Shared Services Center and all delivery and inspection terms left intentionally unspecified, reinforcing the analytical nature of deliverables—reports, models, simulations, and feasibility studies—rather than physical products. The contracting office at Huntsville, Alabama, remains the point of contact, with questions directed to the designated Contracting Officer, and submissions must be completed by the stated deadline to remain valid.

Network Extension for User Continuity and Sustainability (NEXUS) Ka-Band Backward-Compatible Relay Broad Agency Announcement (BAA) NextSTEP-3 Appendix E - Final SolicitationThe NASA Marshall Space Flight Center is soliciting proposals under the NextSTEP-3 Appendix E Broad Agency Announcement for the Network Extension for User Continuity and Sustainability (NEXUS) Ka-band Backward-Compatible Relay program, aimed at securing a commercially viable, end-to-end Ka-band relay service that is backward compatible with legacy Tracking and Data Relay Satellite System (TDRSS) users for at least fifteen years. The acquisition is structured as a phased, competitive Research and Development effort with one base CLIN and two separately priced option CLINs, all under Firm-Fixed-Price terms. Phase 1 involves concept maturation and risk reduction, Phase 2 focuses on system integration and ground testing leading to flight demonstration readiness, and Phase 3 entails on-orbit demonstration and service validation, with a target launch no later than June 30, 2028. The total period of performance for the contract, if awarded, runs from August 18, 2026, through September 17, 2028, with phase-specific performance windows tied to milestone achievements. Proposals must include detailed technical and management approaches, corporate contributions, data rights assertions, and a pricing model, all submitted electronically via NASA’s EFSS Box platform by the revised deadline of August 4, 2026, at 10:00 a.m. Central Time. The solicitation requires strict compliance with ITAR-controlled technical data, as the Service Requirements Document (SRD) contains export-restricted information, and only offerors with valid Directorate of Defense Trade Controls clearance may access it through a secure SAM.gov portal after submitting proper documentation. Offers must be submitted exclusively through the designated point of contact, and any communication outside these channels will not be considered. Evaluation will be based purely on non-price factors—Technical Capability and Management Capability—each weighted and rated adjectivally as Excellent (91-100) or Very Good (71-90), with any “Poor” rating on any non-price factor rendering a proposal ineligible for award. Price will be analyzed for reasonableness and realism but will not receive a score or ranking. Award decisions will follow a rank-ordered list derived from combined non-price scores, with no tradeoffs among proposals. The contract includes clauses addressing gratuities, anti-kickback procedures, export controls, stop-work orders, and unique NASA-specific clauses covering period of performance, place of performance, data requirements, organizational conflicts of interest, and compliance with NASA

The acquisition is scoped under NAICS code 541715 with a small business size standard of 1,300 employees, and the contract permits the issuance of cost-plus-award-fee, cost-plus-fixed-fee, and firm-fixed-price orders. Offerors must submit proposals via NASA’s EFSS Box in four distinct volumes—Mission Suitability, Cost, Past Performance, and Contract—following strict formatting guidelines, including the use of Microsoft Word and Excel for narrative and pricing submissions, respectively, and prohibiting PDF conversion of core volumes. The solicitation requires comprehensive adherence to safety, health, and environmental standards aligned with MSFC policy, ISO 9001 quality systems, and robust subcontractor management practices. The Evaluation Factors for Award prioritize Mission Suitability as the most critical component, followed by Past Performance, with Cost being the least weighted, and an affirmative determination of responsibility is a mandatory pass/fail gate for award.
