DACID requires continued access to a secure investigative communications capability for authorized criminal investigations, covert operations, officer-safety monitoring, pretext communications, and legally authorized evidence collection. The capability must support investigative personnel across multiple locations and field offices and must be suitable for sensitive law enforcement use.



The requirement is for an integrated investigative communications platform, not merely a standard phone service, VoIP application, masked-number application, body-wire device, video-streaming tool, or evidence storage repository. The solution must combine communications, real-time monitoring, legally authorized recording, records/metadata, secure export, administrative control, and operational support in one capability or fully integrated solution.



A critical minimum need is centralized recording and retention of investigative audio and video generated through the platform. The required capability is not merely live streaming, local phone recording, or storage on an individual transmitter/controller.
