GEP-as-a-Service Development Roadmaps

The Space Development Agency is issuing a sources-sought Request for Information under solicitation SDA-SN-26-0018 to identify industry capabilities for GEP-as-a-Service (GaaS). The agency seeks commercially leased Ground Entry Points (GEPs) to provide terrestrial links for Proliferated Warfighter Space Architecture (PWSA) Space Vehicles across Tranche 2, 3, and 4+ constellations. These services must utilize RF Mil-Ka-band communication to transmit uplink commands and relay data to the Operation Center, with a primary focus on capabilities that can be onboarded during the Tranche 3 timeframe between fiscal years 2028 and 2031. Key technical requirements include a total downlink capacity of 14 Gbps and an operational availability exceeding 98 percent. The agency is specifically interested in global GEP footprints with apertures in high-latitude zones above 70 degrees North/South and mid-latitude zones between 35 and 45 degrees North/South. Technical responses must address antenna specifications, site diversity, and adherence to DIFI interoperability frameworks. Additionally, respondents must provide their compliance status regarding NIST SP 800-171, CMMC Level 2 or higher, and FedRAMP authorizations, as well as the ability to host SCIFs or classified processing enclaves. This RFI is for planning purposes and does not constitute a formal request for proposal or a commitment to contract. Interested vendors must submit business information, technical roadmaps, and Rough Order of Magnitude cost estimates to the designated electronic mailbox by October 14, 2026.
