Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division is issuing a Call for Solutions (CFS) under the Army Open Solicitation for the Synthetic Training Environment (STE) Virtual Software (VSW) project. This effort, which has an approximate total combined value of $250 million, seeks rapid, cost-effective, and technically sound virtual software capabilities to deliver four core operational outcomes: a doctrinal gate to live fire, a true combined arms environment, full mission command concurrency, and an open system architecture with published SDKs and APIs. The procurement is structured into five capability Lots, with Lot 1 focusing on Common Core Software and Lot 2 on Simulation Application Software. The solicitation is issued under the authority of DFARS 212.70 (Defense Commercial Solutions Opening) and may result in Federal Acquisition Regulation contracts or non-FAR Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022. The evaluation process follows a two-step approach, beginning with a Phase 1 Technical Readiness Gate that uses Volume III artifacts as an objective pass/fail mechanism to verify integration readiness and commercial maturity (TRL 8/9). Compliant solutions then undergo a weighted qualitative evaluation focusing on the speed to deliver Table II live-fire gates and the velocity to achieve Initial Operational Capability for priority combat platforms such as the M1A2, M2A3/A4, Stryker, and various aviation assets. To ensure objective governance, a strict organizational conflict of interest firewall is enforced for Lot 5; any company performing on Lot 5 is prohibited from participating in any capacity on Lots 1, 2, or 4. Proposals must be submitted via SAM.gov, with Volume II required to be entirely anonymous to prevent bias. The deadline for solution submissions is September 29, 2026, at 1300 EDT.

GEP-as-a-Service Development Roadmaps
Solicitation # SDA-SN-26-0018
The Space Development Agency (SDA) has issued a Request for Information (RFI) under solicitation number SDA-SN-26-0018 to explore industry capabilities for GEP-as-a-Service (GaaS). This initiative seeks to identify commercially leased Ground Entry Points (GEPs) capable of supporting the Proliferated Warfighter Space Architecture (PWSA) Space Vehicles across Tranche 2, 3, and 4+ constellations. The SDA is specifically looking for global GEP footprints that utilize RF Mil-Ka-band communication to provide terrestrial links, with a focus on high-latitude and mid-latitude zones. Key technical requirements include a minimum availability of 98%, a total downlink capacity of 14 Gbps, and support for open interoperability frameworks such as the Digital IF Interoperability Consortium (DIFI). Interested vendors are requested to provide detailed technical responses, including antenna specifications, site diversity, and operational roadmaps for hardware and software integration, particularly for the Tranche 3 timeframe spanning fiscal years 2028 to 2031. Responses must include business information, socioeconomic status, and Rough Order of Magnitude (ROM) cost estimates. Due to the sensitive nature of the requirements, the RFI involves Controlled Unclassified Information (CUI), and respondents must verify NIST compliance to access certain documents. Furthermore, vendors must demonstrate compliance with cybersecurity mandates such as NIST SP 800-171, CMMC Level 2 or higher, or FedRAMP authorizations, and provide information regarding facility clearance levels and the ability to host classified processing enclaves. All inquiries and final submissions must be directed electronically to the designated SDA mailbox by the specified deadlines in October 2026.
