SDA Proliferated Warfighter Space Architecture (PWSA) - Systems, Technologies, and Emerging Capabilities (STEC) Broad Agency Announcement (BAA)

The Space Development Agency (SDA) is soliciting executive summaries, proposal abstracts, and full proposals under Broad Agency Announcement FA240126S0001 for the Proliferated Warfighter Space Architecture (PWSA) Systems, Technologies, and Emerging Capabilities (STEC). The objective is to identify novel architecture concepts, systems, and technologies that provide leap-ahead improvements for future PWSA tranches and capability layers to meet evolving warfighter needs. Key focus areas include resilient beyond line-of-sight tactical communications, advanced target custody and tracking, alternate position, navigation and timing (PNT), global battle management, and dynamic operations involving autonomous control of space vehicles. Executive summaries and proposal abstracts must be submitted by February 3, 2027, and full proposals are due by March 3, 2027, at 12:00 AM Eastern Time. Proposals must be submitted in two volumes: a Technical and Management Proposal (Volume I) and a Cost Proposal (Volume II). Evaluation is based on cost realism, the realism of the proposed schedule, and the proposer's capabilities and related experience. Awards may be issued as procurement contracts or Other Transaction Agreements (OTAs), with the government maintaining discretion over the instrument type. The agreement requires strict adherence to cybersecurity and data safeguarding standards, including NIST SP 800-171 and 800-172, as well as various DFARS regulations regarding the safeguarding of covered defense information. Proposers must be registered in the System for Award Management (SAM) and provide a Unique Entity ID and Cage code. Additionally, any proposed work involving classified information requires a detailed security plan. Awardees may also be required to enter into Associate Contractor Agreements (ACAs) with existing PWSA awardees to ensure integration and collaboration.
