Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry

The Space Development Agency is seeking capable sources for the Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry effort to support the resilient missile warning and tracking (RMWT) low Earth orbit operational mission. The objective is to evolve the current PWSA ground segment into a secure, multi-tenant common development environment and a Modular Open Systems Architecture compliant ground segment framework. The selected lead platform integrator will be responsible for managing the software ecosystem lifecycle, ingesting third-party application developer capabilities, and providing full-lifecycle operations, maintenance, and sustainment, including Tier 1, 2, and 3 ITSM service desk support. Key technical requirements include expertise in Hybrid Cloud, DevSecOps, Multi-Level Security, and Model-Based Systems Engineering. The anticipated acquisition strategy begins with an 18-month firm-fixed-price Other Transaction Agreement prototype contract, followed by a production contract featuring a three-year base period and two three-year option periods. The government is utilizing NAICS code 541715 and requires the prime contractor to maintain an active Top Secret clearance and facility clearance. To avoid organizational conflicts of interest, the prime contractor may be precluded from developing or holding contracts for mission applications integrated into the PEREGRINE Sentry ecosystem.
