The General Services Administration (GSA) is initiating the 2020 Federal Vehicle Standards process for Light Vehicles, Light Duty Vocational Trucks, and Star of Life Ambulances. Interested firms must participate in this preliminary phase to contribute technical data and assist in establishing the Government's vehicle requirements before formal solicitations are released. The process, conducted through GSA's AutoStandards web application, involves submitting vehicle makes and models for consideration and requesting AutoStandards accounts by February 26, 2019, to enable data input when the system opens on March 4, 2019. This collaborative effort is critical as GSA is responsible for purchasing approximately 50,000 non-tactical vehicles annually for federal agencies under mandated regulations, and the standards defined here will govern upcoming procurements. No pricing or proposals are requested at this stage; the focus is solely on technical specifications development. Vendors interested in participating must submit their intended models and request account access to receive system login credentials. Additionally, a virtual Pre-Solicitation Conference is scheduled for February 26, 2019, to provide detailed guidance and an AutoStandards tutorial. This process ensures that all interested parties can effectively contribute to the preparation of comprehensive vehicle standards, with the final solicitations expected to be released in summer 2019. The GSA encourages active participation to ensure product offerings align with government needs across a broad range of vehicle categories including sedans, SUVs, pickup trucks, vocational trucks, and ambulances. For further information, GSA has provided prior years’ acquisition details and direct contacts within their Vehicle Purchasing Division.

**INTERESTED PARTIES MUST REQUEST AUTOSTANDARDS ACCOUNTS PRIOR TO AUTOSTANDARDS OPENING IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration's (GSA) Automotive Acquisition Support Center invites firms interested in submitting offers under the Government's upcoming solicitations for 2020 Light Vehicles, Light Duty Vocational Trucks, and Star of Life Ambulances to participate in the 2020 Federal Vehicles Standards process beginning March 4, 2019. This process, conducted via GSA's AutoStandards web application, assists GSA's Vehicle Buying program to develop the Government's technical requirements for motor vehicles. Vehicle types being sought by the Government for this program include, but are not limited to: - Sedans and Passenger Station Wagons - Cargo and Passenger Vans - Sport Utility Vehicles (crossovers and full-size) - Pickup trucks - Cab & Chassis - Vocational Trucks (to include box vans, stake bed trucks and light-duty dump trucks) - Star of Life Ambulances The General Services Administration is the mandatory source for vehicles purchased in the United States under the Federal Property Management Regulation (FPMR) 101-26.501. GSA's Vehicle Purchasing Division purchases an estimated 50,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense annually. All GSA vehicle purchases are governed by program specific Federal Vehicle Standards, which are assimilated by GSA Engineering personnel prior to solicitation publication. The AutoStandards process engages interested parties to provide technical data for vehicles to be potentially offered to the Government in response to these forthcoming solicitations and to assist in development of the Federal Vehicles Standards for the current model year and specific program. Participation in the AutoStandards process is highly encouraged for all firms seeking to participate under GSA Vehicle Buying solicitations. Please note, GSA is NOT requesting pricing at this time. GSA is currently only in the requirements development phase of the acquisition. Interested parties must complete the following steps prior to AutoStandards opening (March 4, 2019) in order to participate: 1) Interested parties must send a list of makes/models they intend to submit for consideration to John Hampson, GSA Vehicle Engineer Branch Chief, at john.hampson@gsa.gov by February 26, 2019. Please see the attached "Current Active Models" as a starting point and identify any deletions or additions with your firm's submission. These model lists are necessary for GSA to establish them in our database so they will be available in AutoStandards for technical data population. 2) Interested partties are required to request an AutoStandards account by February 26, 2019. A user name and password is obtained by submitting the attached "Request for AutoStandards Account" document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. Once the models are established/created, GSA will reach out to the firms that requested AutoStandards accounts to confirm the makes/models for the technical data submission. Please indicate the specific program (Light Vehicles, Light Duty Vocational Trucks, or Star of Life Ambulances) in which your firm is interested on the document provided. GSA intends to open AutoStandards on Monday, March 4, 2019, and close it for vendor technical data submission on Thursday, March 21, 2019. GSA will hold a virtual Pre-Solicitation Conference on Tuesday, February 26, 2019, from 10:00am-12:00pm EST to review these instructions as well as an AutoStandards tutorial. All interested parties should plan on attending.
