2023 Hazmat Mitigation Grant Program Project

SEALED Bids will be received by the OWNER online via the PennBid Program (www.PennBid.net) until 2 p.m., prevailing time, Friday April 5th, 2024. The results will be posted via the PennBid Program. The Project consists of the removals of and improvements to the following existing property addresses (further identified in separate “Areas” for the purpose of clarity): 1, 1 ½, 3, 5, 7, and 9 W. Front St. (Area l), 135 and 137 W. Second St. (Area 5); 130, 134 and 136 W. Second St. (Area 6). Removals include, but are not limited to, all existing buildings (from a minimum distance below level of final grade as indicated on the project documents up to the highest point above existing level of grade of existing buildings), outbuildings, paving (except a minimum width of existing paving materials bordering each property street curbing, perpendicular to the interior edge of curbing toward the interior of the property, as indicated on the project documents), fencing, utilities and services, and involving any applicable reconstruction of identified paving or sidewalks, curbing, fencing, utilities and services, or other such items as indicated on the project documents necessary for public safety, code compliance, or at the direction of the Borough. This project is financed in part by FEMA through a 2023 Hazard Mitigation Grant Program. The Project Work will be performed under one Contract as follows: 2023 HAZMAT MITIGATION GRANT PROGRAM PROJECT Bidding Documents are available online at no cost at www.PennBid.net Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Laws and regulations applicable to this Contract include the following: • U.S. Department of Labor Federal Wage Determination Decision as included in the Contract Documents • Executive Order 11246, entitled “Equal Employment Opportunity,” as amended by Executive Order 11375, and as supplemented in Department of Labor regulation (41 CFR Part 60) The successful bidder will be required to provide performance bonds and payment in the amount of 100% of the successful bid amount. All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status, or national origins; and, that the statutes and regulations of federal and state law regarding non- discrimination are met. A non-mandatory pre-bid meeting will be held at 10:00 a.m. prevailing time, March 22, 2024 at the Borough’s Office. The Owner reserves the right, at its option, to waive as an informality any, defects, errors, or omissions in any or all Bids; and to reject any or all Bids.
