2024-044 Administrative Use Permit for New Cingular Wireless PCS, LLC / AT&T

Calaveras County has granted Administrative Use Permit 2024-044 to New Cingular Wireless PCS, LLC / AT&T for the installation of a new unmanned 90-foot broadleaf tree telecommunication tower at 409 Jackson Street in Copperopolis, California. The facility includes twelve antennas, three ground-mounted cabinets within a prefabricated shelter, and a 30-kilowatt back-up generator. The equipment will be situated within a 16 by 31 foot lease area enclosed by a 6-foot wood fence, with an additional transformer on a concrete pad, a parallel parking space on Jackson Street, and a 3-foot-wide access path. The project also requires a 10-foot-wide easement for an underground power conduit extending approximately 580 feet along Jackson Street to an existing utility pole. The project was processed under the zoning code effective in June 2024 and received final approval from the Calaveras County Planning Director on January 26, 2026. Environmental review was conducted under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration which determined the project would not have a significant environmental effect. Compliance requirements include specific studies for nesting birds, special-status plant species, and the American Badger, as well as adherence to state codes regarding the discovery of human remains. Coordination with Caltrans was conducted to address transportation impacts and potential encroachment permits for the right of way.
