The City of Bellingham (City) is seeking written proposals from consulting firms with expertise in environmental planning.
PROJECT DESCRIPTION
The City of Bellingham (“City”) is seeking submittals (Invitation No. 51B-2026) from consulting firms interested in providing professional planning services to the City of Bellingham for the City of Bellingham Sea Level Rise Vulnerability Assessment (VA). The results will be used to inform the City’s update to its Shoreline Master Program (SMP) and to develop a future City-wide adaptation plan.
Local jurisdictions are required by the State to complete a periodic review, or update, to their SMP. The City’s SMP was last updated in 2013 and is codified in Title 22 of the City’s Municipal Code (BMC Title 22, Shorelines). The local SMP is reviewed and approved by the Washington State Department of Ecology for compliance with the state Shoreline Management Act and state Shoreline Master Program Guidelines. The Washington State Department of Ecology engages in the update along the way and is the state agency solely responsible for issuing final approval of an SMP update. As part of current rule making by the Washington Department of Ecology as it relates to shoreline management, a new section in WAC 173-26-246 is proposed that adds “requirements for local governments to address the impact of sea level rise and increased storm severity on people, property, and shoreline natural resources and the environment.” The City is preparing this VA to be utilized for its next SMP update that is due in 2030.
In preparation for the VA, the City of Bellingham and other local agencies and partners contracted with the US Geologic Survey (USGS) to complete a Coastal Storm Modeling System model for Bellingham Bay based on the USGS Geological Survey Coastal Storm Modeling System (CoSMoS). This model provides storm-induced coastal flood hazard mapping for future sea level rise scenarios. The City has already identified key assets to be assessed in the VA.
