Sealed proposals for the construction of the Bellingham Central Library Renovation Phase 2 EF175 project, will be received by the City of Bellingham, 210 Lottie Street, Bellingham, Washington, 98225 at the Purchasing Office until October 14th, 2026, at 11:00 a.m., and thereafter will be publicly opened and read.
 
The project includes interior renovations and upgrades to building systems on the Ground Floor, Level 2, and portions of Level 1. Work includes new interior layouts and finishes, installation of new mechanical equipment, plumbing and HVAC modifications, and replacement of the electrical power and lighting systems. Power service improvements will be coordinated with the utility provider, and hazardous materials will be abated per project requirements.
 
Critical operational areas, including the Book Sorting Room and Book Stacks, must remain functional throughout construction. Existing fire alarm, telephone, PA, and security systems will be maintained, restored, or relocated as needed. Owner to remove designated furniture and tag wiring to remain. Alternate work to include first floor restroom layout modifications, improved flex space, and new help desk. Contractor responsible for sequencing, coordination, and maintaining safe building operations during all phases of construction.

All proposals must be on the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. A one hundred percent (100%) payment and performance contract bond will be required; provided that for projects of thirty-five thousand dollars ($35,000) or less, at the contractor’s option, retainage of fifty percent (50%) will be held until releasable under RCW 39.08.010 in lieu of a payment and performance contract bond.
