The 2024 Household Hazardous Waste State Assistance Program, administered by the NYS Department of Environmental Conservation, offers funding to municipalities across New York State to support their household hazardous waste collection efforts. The program reimburses up to 50% of the costs associated with organizing HHW collection events, which involve residents bringing materials such as pesticides, automotive fluids, hobby chemicals, and fluorescent bulbs for proper packaging and disposal at authorized facilities. Municipalities must obtain the necessary permits, including a Part 362-4 registration, prior to initiating collection activities, and are required to notify the DEC regional office at least 30 days in advance of any events. Facilities designated for HHW storage and processing must also secure appropriate permits before operation. Applications for funding are accepted exclusively during January and February for the previous year's activities, with a submission deadline of February 29, 2024. The program is open to all counties in New York State, with no specific MWBE or Service-Disabled Veteran-Owned Business contracting goals. The contract duration is set for one year, and there have been no recent awards of similar contracts to the same entities within the past five years. Interested applicants can contact the DEC’s Environmental Program Specialist, Rebecca Vaughan, via email or phone for further information.

The NYSDEC provides funding to reimburse up to 50% of the costs of municipal household hazardous waste (HHW) collection programs. Applications are accepted during the months of January and February of each calendar year for the previous calendar year operating period. Household hazardous wastes are materials found in household waste that would be regulated as hazardous waste if they were generated at a business or industry. Examples of HHW include pesticides, automotive fluids, home hobby chemicals, and compact fluorescent bulbs. A HHW collection event receives HHW from residents. HHW is properly packaged, and shipped to appropriate management facilities. An HHW event sponsor-municipality must submit an application for a 6 NYCRR Part 362-4 registration to the appropriate DEC regional office and must receive DEC’s written approval prior to the HHW collection. The program sponsor must notify the DEC regional office at least 30 days before HHW collection is initiated.
