Sealed Proposals will be received on the Pennsylvania electronic document and bid management website known as PennBid at http://pennbid.net by the Borough of Slatington, Pennsylvania (“Borough”), 125 S. Walnut Street, Slatington, PA 18080, until 10 am on March 8, 2024, at which time Bids will be opened on the website for the Liquid Biosolids Hauling And Disposal Contract, which website permits an unlimited number of persons to simultaneously observe the opened bids and automatic tabulation thereof at the same time that the information becomes available to the Borough. The Contract will require the lowest responsible bidder to provide suitable motor vehicles for loading, hauling, and unloading biosolids to the destinations specified in the Contract Documents. An inspection of the Slatington Wastewater Treatment Plant at which loading and hauling will originate can be arranged upon request. The Contract Documents in the form of a bid packet can be obtained over the internet from the Pennsylvania electronic document and bid management program known as PennBid at http://pennbid.net. Potential bidders must register with PennBid online to have access to said documents. Registration is at no cost and the process takes only a few minutes. Once registered, potential bidders can obtain all project documents for this project and any other PennBid-registered project and submit and update his/her/its confidential proposals online prior to the deadline for submitting a bid. Pre-bid Questions may be directed to Daniel L. Stevens, Borough Manager at contact@example.gov. Borough reserves the right to accept or reject any or all Bids or portions thereof. All Proposals shall be submitted exclusively in electronic format to Borough through PENNBID at http://pennbid.net. Proposals provided by any other means will not be accepted. All proposals must be labeled “Proposal for Liquid Biosolids Hauling and Disposal Contract” and submitted in PDF format. Incomplete proposals and those received after the specified date and time will not be considered. Hand delivered, mailed, courier, faxed and/or emailed responses will not be accepted. Upon Borough’s request, Bidders must deliver the original bid security within seventy-two (72) hours (weekends and holidays excluded) of a demand for same. Award of the bid will be considered at the Regular Scheduled Meeting of the Borough of Slatington Council on March 11, 2024 at 7 P.M. NONDISCRIMINATION IN EMPLOYMENT: Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications. Except as otherwise provided by law, bids shall remain valid and effective for sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency.
