2024 Penn Hills Multi-Modal Road Program

Sealed proposals will be received by the Municipality of Penn Hills, through PennBid until 10:30 a.m. on April 10, 2024 for the following project: 2024 PENN HILLS MULTI-MODAL ROAD PROGRAM BASE BID Approximately 40,500 S.Y. of 3” (+/-) Roadway Milling and Profiling, 2,100 S.Y. of Soft Spot Repair, 5,450 Tons of Superpave 19 mm Binder Course, 40,500 S.Y. of 1.5” Superpave 9.5mm Fine Graded Wearing Course, 24,150 L.F. of Bituminous Wedge Curb, 12 Storm Inlet Repairs, 7 Storm Inlet Replacements, 65 L.F. of 6” Underdrain, 3 Roof Drain Connections 10 EA Manhole/Inlet Adjustments, Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 1 – MACFARLANE Approximately 3,700 S.Y. of 1.5” (+/-) Roadway Milling and Profiling, 200 S.Y. of Concrete Base Repair, 3,700 S.Y. of Petromat, 175 Tons of ¾” Superpave 9.5mm Scratch Course, 3,700 S.Y. of 1.5” Superpave 9.5mm Fine Graded Wearing Course, 3,300 L.F. of Bituminous Wedge Curb, 4 Storm Inlet Repairs, 1 Storm Inlet Replacements, 2 Manhole/Inlet Adjustments, Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 2 – RAITHEL Approximately 1,050 S.Y. of 3” (+/-) Roadway Milling and Profiling, 75 S.Y. of Soft Spot Repair, 150 Tons of Superpave 19 mm Binder Course, 1,050 S.Y. of 1.5” Superpave 9.5mm Fine Graded Wearing Course, 475 L.F. of Bituminous Wedge Curb, and Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 3 – CROSS Approximately 850 S.Y. of 3” (+/-) Roadway Milling and Profiling, 50 S.Y. of Soft Spot Repair, 150 Tons of Superpave 19 mm Binder Course, 850 S.Y. of 1.5” Superpave 9.5mm Fine Graded Wearing Course, 575 L.F. of Bituminous Wedge Curb, 1 Storm Inlet Replacements, and Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 4 – XAVIER Approximately 2,800 S.Y. of 3” (+/-) Roadway Milling and Profiling, 140 S.Y. of Soft Spot Repair, 380 Tons of Superpave 19 mm Binder Course, 2,800 S.Y. of 1.5” Superpave 9.5mm Fine Graded Wearing Course, 1,800 L.F. of Bituminous Wedge Curb, 1 Storm Inlet Repair, and Traffic Control, Resident Notification and Restoration. All bidders must be PennDOT pre-qualified as a prime contractor and must be assigned and eligible to bid the work classification codes of E, F, and F1. All bids submitted through Pennbid must include the contractor’s valid pre-qualification certification or the bid shall be rejected. All proposals must be submitted electronically via PennBid (www.PennBid.net), before 10:30 AM prevailing time on Wednesday, April 10, 2024. At that time, bids will be opened with results displayed publicly on PennBid. Pennsylvania Prevailing Wages are required to be paid on this project. There will be a mandatory pre-bid meeting on March 27, 2024 at 10:30 a.m. at the Municipality of Penn Hills Municipal Building, 102 Duff Road, Penn Hills, PA 15235. Proposals must be submitted through Pennbid, no paper bid submittals shall be accepted. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality of Penn Hills in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Municipality of Penn Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
