PSEG Long Island, on behalf of the Long Island Power Authority, has issued a 2024 Request for Proposals to secure off-island generating capacity located in the Rest-of-Pool Capacity Zone of the New England Control Area. The selected capacity will be linked with LIPA’s transmission rights via the Cross Sound Cable to qualify as Unforced Deliverability Rights in the NYISO capacity market, thereby helping LIPA meet its on-Island capacity obligations. The capacity providers must ensure their plants can produce energy during Supplemental Resource Evaluation requests by NYISO, which may be necessary to address system reliability emergencies. The procurement aims for a contract duration of either one or two years, with a submission deadline of April 5, 2024, and is targeted at entities operating within Nassau, Queens, and Suffolk counties. The solicitation emphasizes that there are no set-aside goals for service-disabled veteran-owned, minority-owned, or women-owned businesses, and it references prior similar contracts awarded in 2021 to Calpine Energy Services and Lotus Partners. Interested parties are directed to submit proposals through the PSEG Long Island website, with technical contact details provided for further inquiries. The NAICS code associated with this procurement is 336390, indicating its focus on other electrical and electronic equipment manufacturing, and the solicitation is part of the Long Island Power Authority’s efforts to enhance capacity and reliability through external generation resources.

Description:  PSEG Long Island, LLC (“PSEGLI”), on behalf of the Long Island Power Authority (“LIPA”), is issuing this 2024 Request for Proposals for Off Island Capacity (“2024 Off Island Capacity RFP”). LIPA seeks generating capacity electrically located in the Rest-of-Pool Capacity Zone of the New England Control Area. Such capacity, when combined with LIPA’s transmission rights associated with the Cross Sound Cable, is intended to qualify as Unforced Deliverability Rights (“UDRs”) in the New York Independent System Operator (“NYISO”) capacity market and will contribute to meeting LIPA’s “on-Island” installed capacity obligation. In support of such UDRs, the generating plant(s) providing the capacity must produce energy during a Supplemental Resource Evaluation (“SRE”) request by NYISO, as may be required from time to time to address system reliability emergencies.  Contact Information  Technical Contact: John Koroglu PSEG Long Island Manager, Power Projects Email: contact@example.gov Primary Contact: John Koroglu PSEG Long Island Manager, Power Projects Email: contact@example.gov Submit to Contact: Please refer to the PSEG LI website: https://www.psegliny.com/aboutpseglongisland/proposalsandbids.
