General Notice Washington East-Washington Joint Authority (Owner) is requesting Bids for the construction of the following Project: Anaerobic Digester Improvements Project Contract Nos. 2026-02 & 2026-03 Sealed bids for the construction of the Project will be received electronically via the PennBid Program by the Washington East-Washington Joint Authority until Tuesday, August 18, 2026, at 10:00 A.M. local time. The Project includes the following Work: the construction of a Digester Building Additon, Installation of Digester heating and mixing equipment, and supplemental systems to support the new equipment at the Washington-East Washington Joint Authority (WEWJA) Wastewater Treatment Plant in South Strabane Township, Washington County, PA. The Project has an expected duration of four hundred fifty (450) days. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
