Pursuant to Public Resources Code section 25402.1(e), the California Energy Commission has certified the 2025 Alternative Calculation Method Reference Manual to assist designers, builders, and contractors in meeting the 2025 Building Energy Efficiency Standards. This manual is part of a broader energy conservation suite that includes compliance manuals and data registry requirements designed to support the implementation of updates to Part 6 and Part 1 of Title 24 of the California Code of Regulations. The ACM Reference Manual specifically documents the modeling methods used in compliance software to demonstrate performance compliance with the 2025 Energy Code. The manual was officially certified during the California Energy Commission Business Meeting on September 9, 2026, with a formal notice posted on September 22, 2026. Additionally, the commission filed a Notice of Exemption on September 21, 2026, asserting that the manual does not constitute a project under the California Environmental Quality Act. This exemption is based on the fact that the manual serves as an instructional guide for software and does not cause physical changes to the environment or impose new requirements. The project is managed by the Building Standards Branch in Sacramento, California.
