2025 Metropolitan Transportation Plan/ Sustainable Communities Strategy (MTP/SCS) EIR

The 2025 Metropolitan Transportation Plan and Sustainable Communities Strategy (MTP/SCS), also known as the 2025 Blueprint, is an integrated land use and transportation strategy managed by the Sacramento Area Council of Governments (SACOG). This long-term plan, spanning at least 20 years, is updated every four years to ensure the region remains eligible for federal and state funding for public transit, roads, and bicycle and pedestrian improvements. The MTP is paired with the SCS, as mandated by Senate Bill 375, to align transportation, housing, and land use decisions to meet California Air Resources Board greenhouse gas reduction targets. The project scope covers multiple counties, including El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba. The project has undergone a comprehensive environmental review process in compliance with the California Environmental Quality Act (CEQA), resulting in a program-level Environmental Impact Report (EIR) approved on November 20, 2025. This process included a 63-day public review period and the adoption of a Mitigation Monitoring and Reporting Program. The plan also requires a conformity determination under Section 176(c) of the Federal Clean Air Act. Key operational requirements include the use of qualified biologists for habitat surveys and archaeologists meeting the Secretary of the Interior's professional qualifications for ground-disturbing activities, as well as strict confidentiality protocols regarding tribal cultural resources. Administrative oversight is led by Planning and Program Manager Clint Holtzen.
