Full Description
A. General Requirements Glades Electric Cooperative, Inc. is accepting 2026 and 2027 emergency rates for maintenance of traffic services. We are soliciting bids from licensed, experienced Contractors to perform traffic maintenance services for power line workers during hurricane restoration efforts at various locations across our service territory in Highlands, Okeechobee, Hendry, and Glades counties. The services could possibly be needed at a staging area/base camp to control and direct the flow of traffic. This bid will result in a contract for the remainder of 2025. The bid prices shall include all necessary labor, materials, supervision, equipment, tools, apparatus, transportation, mileage, and required insurance necessary to complete the work in accordance with the specifications herein.
The Contractor shall have the ability to respond for emergencies twenty-four (24) hours per day, seven (7) days per week and shall provide GEC with a point of contact, to include name and phone number, who will be able to meet the requirements stated in this RFP. Duration will be determined by GEC. Once GEC issues a call for emergency service, the Contractor must be able to reach the site of the emergency within two (2) hours, or shall demonstrate that conditions were such that travel to the site would be extremely hazardous or there was some extraordinary impediment preventing travel to the site. Should this be the case, the Contractor is required to immediately contact the requestor of the emergency service and communicate the problem.
NOTE: Labor hours paid under this Contract shall be only for productive hours on the job site. Time spent for transportation of workers, material acquisition, handling and delivery, or for movement of the Contractor’s owned or rented equipment, is not chargeable directly but is overhead and all costs shall be included in the fixed hourly rates.
B. Services Shall Include a. Furnish, install, maintain, and remove all traffic control devices and equipment, including light towers for night work, as part of the unit bid prices. b. The Contractor shall provide a Worksite Traffic Supervisor at all times to direct the flagmen. This person shall also be a replacement for any flagger who leaves their position in the traffic control plan. All flag persons shall be certified and competent to direct traffic so as to protect the project and maintain traffic safety. c. Any detours or road closures will be obtained by the Contractor prior to commencement of work. d. In the event of an emergency closure, the Contractor shall be prepared to mobilize within two (2) hours and have the MOT setup in place within three (3) hours of notification by GEC’s representative. e. The Contractor shall take all measures necessary to protect surrounding public and private property, adjacent buildings, roads, drives, sidewalks, drains, sewers, utilities, trees, mail boxes, landscaping structures, poles, and appurtenances from damage due to work. The responsibility and payment for correction of such damage(s) shall be the sole responsibility of the Contractor. f. The Contractor shall be aware that, while working for GEC, representatives from agencies such as the United States Department of Labor, Occupational Safety and Health Administration (OSHA), and the Division of Safety, State of Florida, are invitees and need not have warrants or permission to enter the work site. These agencies, as well GEC’s representative, enter at the pleasure of the GEC.
C. CONTRACTOR EXPERIENCE a. The Contractor shall have a minimum of five (5) years of experience within the past five (5) years in placement and maintenance of traffic devices in accordance with FDOT standards and shall be certified by the FDOT to perform this work. Bidder shall submit the following information with their bid: i. FDOT certification to perform placement and maintenance of traffic devices. ii. Each reference must state the firm’s name, firm representative’s name, address, telephone number, and email address of the company providing the reference. This Contractor shall confirm this information is up-to-date prior to submitting their bid. GEC reserves the right to verify references.
D. WORK PERFORMANCE/SUBCONTRACTOR REQUIREMENTS a. Portions of the work required under this bid may be performed by subcontractors. Any work that is subcontracted must follow all procurement guidelines on Page 7 of this document. If the Contractor plans to use subcontractors for performance of the work assigned under this contract, a list of possible subcontractors must be submitted with the bid. The Contractor shall be fully responsible for all acts and omissions of their subcontractors and of persons directly or indirectly employed by them, and of persons for those acts any of them may be liable to the same extent as if they were employed by the Contractor. Any subcontracted personnel must be supervised by Contractor’s representative. b. The sub-contractors must all meet TWA Insurance requirements as well. c. All submittals required of the Contractor shall also be required of the subcontractor. All work performed by the Contractor or subcontractor must meet all required standards and deadlines.
E. COMPLIANCE REQUIREMENTS a. Unless otherwise indicated in these specifications, all work performed and all materials furnished under this contract shall be governed by and shall comply with the Florida Department of Transportation specifications for Road and Bridge Construction, the FDOT Roadway Traffic Design Standards Index 600, and the MUTCD latest editions now in force or hereafter adopted. b. The traffic control devices shall allow for the safe flow of traffic in and around the project site and prevent public entry to the project areas to protect existing facilities and adjacent properties from damage from project operations.
F. MAINTENANCE OF TRAFFIC CONTROL DEVICES a. The Contractor shall periodically check all traffic control devices to ensure proper operation and location(s). Contractor shall ensure that all devices are anchored with ballasts, in accordance with FDOT Index 600, so as not to be easily disturbed. All damaged or stolen traffic control devices shall be replaced at no cost to the Authority.
G. PROCEDURES a. The Contractor shall supply the services at the time scheduled by GEC’s representative. b. GEC’s representative shall have the authority to reject materials or suspend work at any time until any question at issue can be referred to and decided by GEC’s management. All issues will be resolved as expeditiously as possible. c. Upon contact by GEC’S representative, the Contractor shall provide an MOT plan to the Authority and to local governmental entities. d. If government entity disapproves the plan, the Contractor shall submit a revised within one (1) hour of notification by the entity. Communication must be made directly with the entity via email, with GEC’s representative copied, for all MOT plan email correspondence. e. Every eight (8) hours, the Contractor shall inspect the MOT sites for equipment malfunctions or misplacement due to weather, pedestrians, or traffic.
H. CANCELLATIONS a. GEC may cancel any work order at any time at no cost to GEC up to two (2) hours before mobilization. If the Contractor has mobilized or on site, Contractor may submit an invoice for payment of mobilization fees.
I. SAFETY a. The Contractor shall be responsible for the safe conduct of his/her personnel during the execution of the work detailed herein. The Contractor shall meet or exceed the standards set for by the Occupational Safety and Health Administration (OSHA) and requirements established by the Federal, State, and Local agencies. Should an unsafe condition be identified during the execution of this work, the Contractor will immediately suspend such activity until a safe method can be employed.
J. LICENCES a. Bidder to submit with bid copies of all required license(s). All licenses shall have the current name and address of bidder and be current/valid at the time of bid opening and shall be maintained throughout the contract term, including extension(s), if applicable. The awarded Contractor shall comply with all Federal, State, and Local rules, regulations, and licensing requirements. Bidder may also submit copies of any other licenses or certificates which further demonstrate his/her capabilities.
K. STAFFING REQUIREMENTS a. At all times during the term of this contract, the Contractor shall have sufficient staff to perform the services under this contract. Staff shall be in the Contractor’s employment at the time of submission of bid.
L. EQUIPMENT REMOVAL a. The awarded contractor must remove all MOT equipment/s as soon as the GEC’s representative calls to advise the job is complete. GEC will agree to be invoiced/charged due to failure by the contractor to remove the equipment as per agreed time.
M. ADDITIONAL INFORMATION a. GEC Master Services Agreement, similar to the sample MSA provided in the bid solicitation, shall be executed with the selected bidder. b. Invoices must be sent regularly and for no more than 30-day periods. c. All amendments and modifications to this contract must be made in writing.
N. CONTRACT TERMS a. In addition to compliance with applicable Federal, State, and local rules and regulations, Contractor must also comply with the MSA and the terms and conditions in the Authorization, which will dictate the anticipated effort needed to complete the Services and include applicable terms and conditions for the Services.
O. Fee Structure a. Given the uncertain nature of the quantity of work required and the percentage of service territory that will be impacted by the disaster, Contractor will have a time and materials fee structure at the rates proposed in response to this RFP. Any and all charges incurred by the oil spill testing facility shall be a pass through to Glades Electric. (i.e. No cost-plus invoices). Please provide an hourly rate of the services.
P. Documentation Management & Support a. Contractor shall provide data management and support as a part of the Services, including use of a compatible system for clearly tracking and documenting all elements identified above. Contractor must also substantiate its costs. Contractor must maintain all records pertaining to work performed consistent with the requirements set forth in the MSA and Authorization. Contractor shall submit a report by close of business each day with, at a minimum, the following information: • Contractor’s Name; • Contract Number; • Daily and cumulative hours for personnel, by position, if appropriate; • Other operational and complaint tracking information, as requested.
Failure to provide audit quality information by 5:00 p.m. of the following day of operation may result in financial penalty to the Contractor.
