II. Services GEC is accepting oil spill clean-up emergency rates for 2026 and 2027. The work is for cleanup necessary from an unplanned release of diesel fuel, gasoline, or mineral oil dielectric fluid with associated containers and contaminated debris for Glades Electric Cooperative.
GEC has identified the possible need for emergency clean up and containment services in the event of a petroleum-based release. The goal of this Master Services Agreement is to provide GEC during 2026 and 2027 with services capable of performing the containment and cleanup of jobs assigned. The work will be typical for that as a result of leaking or fallen electrical equipment such as transformers or failed or leaking oil storage containers. Releases typically occur due to issues arising from accidents, hurricanes, storm surges, and tornados, etc.
The contractor shall provide all labor, equipment, and incidental materials to complete this service. GEC will not furnish any materials for the project. The contractor is responsible for disposal of all associated debris and clean-up materials utilized. All disposals must be in accordance with F. A. C. Chapter 62-777, Exhibit B. Contractor MUST complete and return GEC’s Spill/Leak Form which details GPS location, type of spill & volume, pole and transformer numbers, etc.). Proper documentation of disposal must be submitted to GEC including any necessary test results. Any electrical-based equipment, including but not limited to, transformers, associated with the spill will be returned to GEC for disposal.
Start date will be determined on an as needed basis determined by GEC. Duration will be determined by GEC. Rates should be in effect through December 31, 2027. The cost and availability will be considered for each event. A GEC Master Services Agreement, similar to the sample MSA provided in the bid solicitation, shall be executed with the selected bidder.
Invoices must be sent regularly and for no more than 30-day periods.
Work may not be subcontracted with the exception of the disposal and testing of any contaminated soil.
All amendments and modifications to this contract must be made in writing.
Contract Terms In addition to compliance with applicable Federal, State, and local rules and regulations, Contractor must also comply with the MSA and the terms and conditions in the Authorization, which will dictate the anticipated effort needed to complete the Services and include applicable terms and conditions for the Services.
Fee Structure Given the uncertain nature of the quantity of work required and the percentage of service territory that will be impacted by the disaster, Contractor will have a time and materials fee structure at the rates proposed in response to this RFP. Any and all charges incurred by the oil spill testing facility shall be a pass through to Glades Electric. (i.e. No cost-plus invoices). Please provide an hourly rate of the services.
Documentation Management & Support Contractor shall provide data management and support as a part of the Services, including use of a compatible system for clearly tracking and documenting all elements identified above. Contractor must also substantiate its costs. Contractor must maintain all records pertaining to work performed consistent with the requirements set forth in the MSA and Authorization. Contractor shall submit a report by close of business each day with, at a minimum, the following information: • Contractor’s Name; • Contract Number; • Daily and cumulative hours for personnel, by position, if appropriate; • Other operational and complaint tracking information, as requested. Failure to provide audit quality information by 5:00 p.m. of the following day of operation may result in financial penalty to the Contractor.
