Emergency and Rapid Response Services VI (ERRS)

The Environmental Protection Agency Region 4 is soliciting proposals for the Emergency and Rapid Response Services VI (ERRS VI) contract, a total small business set-aside under NAICS 562910. This negotiated contract seeks qualified contractors to provide personnel, equipment, and facilities for emergency responses, time-critical and non-time critical removals, and remedial actions involving hazardous substances, oil, or pollutants. The scope of work includes containment, decontamination, and restoration services conducted under CERCLA, RCRA, and the Oil Pollution Act, as well as responses to weapons of mass destruction and terrorism incidents across Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. The contract features a five-year base period with an optional six-month extension. Award decisions will be based on a tradeoff process where technical merit is significantly more important than price. Selected contractors must adhere to strict quality assurance standards, including a Quality Assurance Surveillance Plan and specific reporting requirements for daily costs and final site reports.
