Emergency and Rapid Response Services VI (ERRS)

The Emergency and Rapid Response Services VI (ERRS) contract is a 100% Total Small Business Set-Aside IDIQ solicitation issued by the Environmental Protection Agency for Region 6, covering Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The contract seeks a provider to perform emergency, time-critical, and non-time-critical removals, remedial actions, and cleanup support for incidents involving hazardous substances, pollutants, oil, and weapons of mass destruction. The procurement has a maximum ceiling of 500 million dollars over a five-year base period with an additional six-month option period. Award will be based on a best-value tradeoff process where technical factors, including technical and management experience, personnel, and past performance, are considered significantly more important than price. The scope of work includes project planning, containment, decontamination, and demolition services, with strict adherence to quality standards such as ASQ/ANSI E4 and U.S. Army Corp of Engineers ER-1180-1-6. Contractors must provide a wide array of professional roles, including response managers, engineers, and geologists, as well as heavy equipment and specialized PPE. Key administrative requirements include the use of the Invoice Processing Platform for payments, submission of annual conflict of interest certifications, and compliance with Service Contract Labor Standards.
