Notice of Intent (NOI) to Sole Source AND Request for Information (RFI)


Notice of Intent (NOI) to sole source electrical utility services to Consumer Energy as part of the Tar Lake Superfund environmental remediation services contract. The Tar Lake Superfund project is located in Mancelona Township, Michigan. 


Description: 


The U.S. Army Corps of Engineers (USACE), Detroit District, anticipates publicizing a solicitation for an environmental remediation services contract for the Tar Lake Superfund project located in Mancelona Township, MI.  As part of this procurement, USACE Detroit District intends to specify a portion of the acquisition on a sole source basis under the authority of Revolutionary FAR Overhaul 6.103-1 One Responsible Source to Consumers Energy for all necessary Electrical Service connections and subsequent electrical supply service.     


The required sole source elements consist of connecting existing electrical service infrastructure owned by Consumers Energy to the new biosparge building that the Contractor receiving the forthcoming contract will erect and then the subsequent supply of electrical services to that building. Consumers Energy is the sole electrical services provider in the project area. The prime contractor must coordinate work to complete the connection to be performed by Consumers Energy or their subcontractor and the electrical supply provision must be performed by Consumers Energy. No other source can satisfy the government’s requirement.

This is not a solicitation, and the information contained herein is subject to change or be eliminated from the requirement. Only firms capable of providing a compatible a compatible equivalent product are requested to respond by email. Oral communications are not acceptable in response to this notice.
